<br /> It is acknowledged that development fees add to the cost of housing since they are oassed on to
<br /> the housing consumer by developers. Fees cover the costs of specific services and facilities
<br /> which accompany development, some of which had been paid by local government through their
<br /> general funds before the passage of Proposition 13. While some of the fees that the City collects
<br /> are controlled by the City of Pleasanton, others are not. The above-mentioned fees include
<br /> school, water, sewer, tri-valley transportation, and South Livermore Agricultural Trust fees that
<br /> are imposed by outside agencies over which the City has no control. Fees associated with
<br /> agencies other than the City include Zone 7 Water connection fees, DSRSD sewer connection
<br /> fees, Tri-Valley transportation fee, Zone 7 drainage fee and PUSD school impact fee. For a
<br /> 3,000 square foot home these outside agency fees represent approximately$62,500 or
<br /> 61 percent of the total fee. The fee total should also be compared to the sales price of a single
<br /> family home in Pleasanton. Recent (Summer 2012) sales in The Village at Ironwood of homes of
<br /> approximately 2,900 square feet are approximately $921,000, which would make the total fees
<br /> approximately 11 percent of the sales price. City imposed fees amount to approximately
<br /> 4.4 percent of the sales price, which would not impose an undue constraint on housing supply. In
<br /> the case of multi-family units, the fees imposed by outside agencies amount to approximately 46
