Mr. Dolan stated that the City either has or is on the verge of issuing the permit for the corner building. Mr. Bowlby said they would likely go to construction in the near future and it is quite possible they would open concurrently or within a few months of one another. Councilmember McGovern reiterated her concerns about peak traffic. With the Council's support, staff was directed to perform regular inspections during peak periods. MOTION: It was M/s by Cook-Kallio/Thorne to introduce and waive full reading of approving the Major Modification of the PUD for the Pleasanton Gateway commercial center at 6782 Bernal Avenue to replace a 4,379-sq. ft bank/restaurant building with a drive-through, a self-serve gasoline station with nine fuel dispensers and a monument sign facing Bernal Ave.; waive full reading and adopt Resolution No. 12-562 approving a Conditional Use Permit for a service station with 24- hour operation; waive full reading and adopt Resolution No. 12-563 approving Sign Design Review for the service station's building and monument sign, all with the additional conditions of approval as noted. Ayes: Councilmembers Cook-Kallio, McGovern, Thorne, Mayor Hosterman Noes: Councilmember Sullivan Absent: None MATTERS INITIATED BY COUNCIL Based on her comments at the last two meetings as well as on the Consent Calendar, Councilmember McGovern requested Council support to direct staff to take a closer look at the difference between high- density and multi-family open space needs. Mr. Fialho suggested that staff, in cooperation with Planning, could engage the Parks and Recreation Commission to look into the matter. Councilmember Sullivan voiced his support and asked if it would possible to apply any findings to the recent rezonings. Mr. Fialho said "no," the Design Standards were already adopted. He suggested that the study might produce public and private open space standards that could be applied as a common condition of approval with these types of development projects. Mayor Hosterman asked staff to define multi-family versus high-density in the context of open space and the opportunity for children's play space. Mayor Hosterman asked the Council to support Mr. Norman's request for a peace commission by first starting with an ad-hoc committee. Councilmember Sullivan voiced his support. He said Mr. Norman presents a good case and that the concept is consistent with many other social issues the City already tackles. He said he would be open to the formation of an ad hoc committee and asked that staff prepare some recommendations for the Council's consideration. Councilmember Cook-Kallio said she could support an ad hoc committee, particularly if done in the spirit with which the public crafted the Council's closing statement. Councilmember Thorne had trouble envisioning the product of such a committee but said he would not oppose it as long as a cross section of the community is allowed to become involved.
