and construction of an approximately 6,260-square foot automobile detailing facility. The <br /> existing driveway from Old Santa Rita Road will be closed and replaced with standard <br /> curb and gutter. A new driveway will be constructed slightly to the north of the existing <br /> driveway to provide access to the site. <br /> The new single-story building, approximately 18-feet 8-inches in height, consists of 8 <br /> detail bays, office areas, employee facilities, and restroom facilities. The remainder of the <br /> site will be improved with parking spaces. A ramp is proposed near the eastern boundary <br /> of the site to provide access between the subject property and the adjacent East Bay <br /> BMW dealership and service facility located at 4350 Rosewood Drive. Landscaping will <br /> be provided along the northern, western, and southern boundaries of the site. London <br /> plane street trees will be planted along the western frontage to match the other London <br /> plane street trees along Old Santa Rita Road. <br /> Attachment 2 (Exhibit B) to this report includes the site plan and floor plan of the <br /> proposed building. <br /> The proposed building will be used for detailing of vehicles (e.g. removing packaging of <br /> vehicles and preparing them for sale at the dealership location). Related activities, such <br /> as touch-up painting or buffing and polishing of vehicles will also take place in the <br /> building. No servicing or washing of vehicles will take place at the subject site. An <br /> employee of the dealership will drive the vehicles between the sites via the ramp <br /> proposed in the eastern area of the site. No customers will come to the subject site. <br /> A total of 49 parking spaces are proposed and these parking spaces will be used to store <br /> vehicles that are waiting to be detailed. <br /> Hours of operation are proposed to be 7:00 a.m. to 6:00 p.m., Monday — Saturday and <br /> are intended to be consistent with those of the service department for the East Bay BMW <br /> dealership. Between 12 and 15 employees that work at the East Bay BMW dealership <br /> will work at the subject facility. <br /> Please refer to the Planning Commission report (Attachment 3) for additional project <br /> information. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission reviewed and approved the subject Planned Unit Development <br /> application for an automobile detailing facility, inventory parking, and ancillary uses by 5-0 <br /> vote at their August 22, 2012 meeting on the consent portion of the agenda. Since it was <br /> approved on consent, there are no minutes attached to this report for the Planning <br /> Commission meeting. <br /> DISCUSSION <br /> The proposed building and use are consistent and compatible with existing uses on Old <br /> Santa Rita Road. The "Analysis" section of the August 22, 2012 Planning Commission <br /> staff report (Attachment 3) provides a detailed analysis of how the project compares to <br /> Page 3 of 5 <br />
