THE CITY OF 1 9 l 1 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONo <br /> September 4, 2012 <br /> Community Development <br /> Planning Division <br /> TITLE: PUD-02-09M, P12-0637, AND P12-0638, SAFEWAY, INC. — CONSIDER <br /> APPLICATIONS ON A VACANT SITE IN THE PLEASANTON <br /> GATEWAY DEVELOPMENT AT 6782 BERNAL AVENUE FOR <br /> (1) MAJOR MODIFICATION OF THE PUD DEVELOPMENT PLAN TO <br /> REPLACE A 4,379-SQUARE-FOOT BANK/RESTAURANT BUILDING <br /> WITH DRIVE-THROUGH WITH A SELF-SERVICE GASOLINE STATION <br /> WITH NINE FUEL DISPENSERS AND A MONUMENT SIGN FACING <br /> BERNAL AVENUE; (2) CONDITIONAL USE PERMIT FOR A SERVICE <br /> STATION WITH 24-HOUR OPERATION; AND, (3) SIGN DESIGN <br /> REVIEW FOR THE SERVICE STATION'S BUILDING AND MONUMENT <br /> SIGNS <br /> SUMMARY <br /> The Safeway Company proposes to construct and operate a self-service gasoline <br /> station with nine fuel dispensers on a vacant site located in the Pleasanton Gateway <br /> development facing Bernal Avenue. The Planning Commission (5-0 vote) determined <br /> that the proposed service station is consistent with the Pleasanton General Plan and the <br /> Bernal Property Specific Plan; that the service station's design and operation is <br /> appropriate for this City entryway; and that the service station would be compatible with <br /> the surrounding area and the uses within the Pleasanton Gateway development. The <br /> combination of proposed project's visual quality and functionality of the site plan, <br /> combined with community requests for a service station at this location, convinces staff <br /> to revise its previous position and to recommend the proposed service station as part of <br /> the Pleasanton Gateway development on this City entryway. <br /> PLANNING COMMISSION ACTION <br /> Recommend approval of the Major Modification of the Pleasanton Gateway PUD <br /> Development Plan, subject to the conditions shown in Exhibit A (Attachment #1); <br /> recommend approval of the Conditional Use Permit, subject to the conditions shown in <br /> Exhibit B (Attachment #2), and recommend approval of the Sign Design Review for the <br /> building and monument signs, subject to the conditions shown in Exhibit C <br /> (Attachment #3). <br />
