BACKGROUND <br /> The preparation of an East Pleasanton Specific Plan is called for in the City's General <br /> Plan and is a City Council priority item. In May 2012 the City Council approved the <br /> formation of an East Pleasanton Specific Plan Task Force. The East Pleasanton Specific <br /> Plan Task Force members were confirmed by the City Council on July 17th, and the kick- <br /> off meeting for this task force was August 2nd <br /> As part of the consultant selection process for this project, staff prepared and distributed <br /> a Request for Proposal (RFP), and interviewed each consultant team which responded. <br /> Three consultant teams responded to the RFP for this project. The lead firms for the <br /> consultant teams and their proposed project budgets were: 1) ARUP, $1,181,405; 2) <br /> ESA, $819,482; and 3) RPI and GATES, $751,766. RPI and GATES' team is <br /> recommended based on their experience and understanding of the project and the <br /> specialty subcontractors they are teaming with. <br /> DISCUSSION <br /> The proposed professional services agreement with RPI and GATES is for services <br /> related to the East Pleasanton Specific Plan project, including preparation of an East <br /> Pleasanton Specific Plan and EIR. The proposed lead consultants for this project (with <br /> RPI and GATES) are experienced planning and urban design professionals. RPI and <br /> GATES would work with the East Pleasanton Specific Plan Task Force members, <br /> stakeholders, and community members and lead a team of sub-consultants who are <br /> professionals with experience in EIR preparation (First Carbon Solutions), traffic <br /> engineering (Fehr and Peers), land use economics (Economic & Planning Systems), and <br /> engineering (Kier & Wright) to complete this project. <br /> PROPOSAL <br /> The proposed scope of work and budget is included as Attachment 2. The consultant <br /> team will work with the East Pleasanton Specific Plan Task Force, other stakeholders, <br /> and the community to evolve alternatives for the East Pleasanton area. The process will <br /> include presentations and discussions about opportunities and constraints and <br /> development of a vision for the area. A market and fiscal analysis and environmental <br /> work, including an EIR, will be simultaneously developed to inform the specific plan <br /> process. The scope of work for the project includes preparation of an East Pleasanton <br /> Specific Plan and an EIR. The EIR will analyze land uses and densities of development <br /> as described in the Specific Plan, including rezoning, annexation, and design guidelines. <br /> The scope of the EIR is intended to be detailed enough to cover most aspects of <br /> subsequent development projects consistent with the Specific Plan and design <br /> guidelines. <br /> Page 2 of 3 <br />
