WORKPLAN
inform the location of critical infrastructure, roadway alignments, and
land uses.
• hazardous materials—operation of the gravel mining and excavation,
and operation of the garbage transfer station present areas where
remediation may be required.
• noise contours—ongoing surface mining activities, trains and roadway
noise from Stanley Boulevard generate elevated noise levels at the Plan
Area boundaries.
• surrounding sensitive receptors—residential neighborhoods to the west
may be concerned about proposed uses for abutting property.
• air quality—BAAQMD guidelines provide information related to
setbacks and best practices that can be incorporated into planning
principles and design to facilitate self-mitigation.
• land use compatibility-of the existing mining excavation, neighboring
communities and Livermore Airport including wildlife hazards.
• existing structures- transfer station, operations facility.
• airport protection zones—prohibit new residential development or any
intensification of existing uses in some areas.
• existing large-scale utility lines (electricity,gas,water, sewer,storm
water) —electric and gas along Stanley Boulevard, proximity to the
existing PG&E substation, large capacity water line that bisects the site.
• cultural resources- Historic and current mining and excavation have
disturbed much of the site soils. No historic structures appear to be
present.
Constraints will be reflected in the planning process to ensure that potential
impacts are avoided or minimized to the greatest extent practicable, instead
of requiring mitigation in the EIR. Accordingly, FCS will work with the City
to formulate a working draft project description that will be used for
preparation of the Environmental Constraints Analysis, and Notice of
Preparation (NOP).
Subtask 2.2- Existing Fehr& Peers will review the recently completed Housing Element AIR to
Traffic Baseline identify: (1) the level of growth assumed for the site in that nodding effort,
(2) projected roadway operations in the vicinity of the study area, and (3)
anticipated roadway improvements near the site. They will also review local
and regional transportation plans to determine how the proposed project
integrates with those plans. Using this information,we will identify
transportation opportunities, issues and constraints. The Project's proposed
connections to the local and regional roadway system will be discussed and
direction will be provided to the Planning Team for the initial planning stage.
Fehr & Peers will prepare a technical memorandum detailing the existing
transportation conditions in the study area, including a discussion regarding
the opportunities and constraints.
Data Collection and Site Reconnaissance:
For the initial work effort, peak period intersection turning movement data
will be reviewed at the intersections closest to the site:
• Interstate 580 Eastbound Ramps/Fallon Road
GATES
+SSOCIATES
