Attachment 1 <br /> THE CITY OF 16 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONe <br /> August 21, 2012 <br /> Administrative Services <br /> TITLE: INTRODUCTION OF PROPOSED MEMORANDUM OF <br /> UNDERSTANDING BETWEEN THE LIVERMORE-PLEASANTON <br /> FIRE DEPARTMENT JOINT POWERS AUTHORITY AND THE <br /> INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL 1974 <br /> WITH TERM ENDING JUNE 30, 2014 <br /> SUMMARY <br /> The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire <br /> Department Joint Powers Authority (LPFD JPA) and the International Association of <br /> Firefighters, Local 1974 (IAFF) expired on December 31, 2011. Prior to the end of this <br /> contract, IAFF agreed, as of September 2010, to begin paying 2% of the member <br /> contributions for their retirement plan. Earlier this year, representatives from IAFF and <br /> the cities of Livermore and Pleasanton met and conferred in good faith to develop a <br /> successor agreement. The City's practice is to introduce the key elements of the <br /> proposed MOU, receive input from the public and allow for open discussion prior to <br /> adopting the agreement at the next public meeting. <br /> RECOMMENDATION <br /> That the City Council obtain public input regarding the key elements of the tentative <br /> agreement negotiated between IAFF and the Livermore-Pleasanton Fire Department <br /> Joint Powers Authority. This matter will be included in the agenda for the August 28, <br /> 2012 City Council meeting for adoption. <br /> FINANCIAL STATEMENT <br /> The financial impact as a result of the savings associated with IAFF paying the 2% <br /> member contribution in FY 2011/2012 and the additional net savings of the successor <br /> Memorandum of Understanding is approximately $1.3M through FY 2013/2014 to the <br /> LPFD budget. <br /> This does not include additional savings, through FY 2013/2014 and long term, as <br /> reflected in Exhibits A and B for a two-tiered system for pension and retiree medical <br /> programs. <br />
