THE CITY OF CITY COUNCIL AGENDA REPORT pL£ASANTONo August 28, 2012 Administrative Services TITLE: APPROVE THE TENTATIVE AGREEMENT BETWEEN THE LIVERMORE-PLEASANTON FIRE DEPARTMENT JOINT POWERS AUTHORITY AND THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS LOCAL 1974 WITH TERM ENDING JUNE 30, 2014 SUMMARY The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire Department Joint Powers Authority and the International Association of Fire Fighters (IAFF) has expired. Representatives from IAFF and the Cities of Pleasanton and Livermore have met and conferred in good faith to develop a successor agreement. The City's practice is to introduce the key elements of the proposed tentative agreement, receive input from the public and allow for open discussion. This public input process was conducted at the August 21, 2012 meeting. The final step is for the City Council to approve the successor agreement that expires June 30, 2014. RECOMMENDATION That the City Council approve the tentative agreement negotiated between the Livermore-Pleasanton Fire Department Joint Powers Authority and the International Association of Fire Fighters. FINANCIAL STATEMENT The financial impact as a result of the savings associated with IAFF paying the 2% member contribution in FY 2011/2012 and the additional net savings of the successor Memorandum of Understanding is approximately $1.3M through FY 2013/2014 to the LPFD budget. This does not include additional savings, through FY 2013/2014 and long term, as previously provided, for a two-tiered system for pension and retiree medical programs.
