RECOMMENDATION <br /> Hear public comment and make any changes to the Draft Housing Site Development <br /> Standards and Design Guidelines; introduce ordinances to approve PUD development <br /> standards or major modifications for nine sites. <br /> PLANNING COMMISSION ACTION <br /> On July 11, 2012, the Planning Commission by a vote of 4-0, recommended adoption of <br /> the proposed Development Standards and Design Guidelines for the nine sites with two <br /> amendments (see Minutes, Attachment 5). The proposed amendments are shown in <br /> the Purpose section and in the Vision section of the standards and guidelines. <br /> FINANCIAL STATEMENT <br /> Adoption of the draft Development Regulations and Design Guidelines for the nine <br /> residential sites will have no fiscal impact on the City. <br /> BACKGROUND <br /> As required by Program 9.7 of the new Housing Element, staff and a consultant <br /> architect prepared draft standards and design guidelines (Attachment 1) to guide <br /> development on the nine sites recently rezoned for multifamily development. These <br /> standards and guidelines are based on specific site considerations discussed during the <br /> Housing Element update and also draw from the Hacienda TOD Development <br /> Standards and Design Guidelines. The Housing Site Development Standards and <br /> Design Guidelines would be adopted as Major Amendments to existing PUDs or PUD <br /> development plans for the nine sites. <br /> A draft document was discussed at a City Council and Planning Commission Joint <br /> Workshop on June 5, 2012, (minutes are included as Attachment 4) and the Planning <br /> Commission provided a formal recommendation at its meeting on July 11, 2012. The <br /> draft standards and design guidelines in Attachment 1 reflect these discussions. <br /> A second set of draft TOD Standards and Guidelines for the BART property were also <br /> discussed at the Joint Workshop. These standards and guidelines would provide <br /> guidance for both residential and non-residential development of the BART site. <br /> Several questions were raised by both the City Council and Planning Commission <br /> members about potential non-residential development of this site and staff proposes at <br /> this time that consideration of these standards and guidelines be deferred. In the <br /> meantime, residential development on the BART site will be subject to the Housing Site <br /> Development Standards and Design Guidelines as shown in Attachment 1. <br /> HOUSING SITE DEVELOPMENT STANDARDS AND DESIGN GUIDELINES <br /> The Draft Housing Site Development Standards and Design Guidelines are similar to <br /> those prepared for the Hacienda TOD sites in that they include a similar vision and <br /> cover many of the same topics as the previous multifamily standards and guidelines. <br /> The standards and design guidelines also incorporate specific design considerations for <br /> each of the nine sites, based on the specific location, environmental concerns, size and <br /> shape of each parcel, its relationship to adjoining and nearby properties, land uses and <br /> Page 2 of 7 <br />
