He said they were obviously thrilled with the recommendation, which speaks to <br /> the enthusiasm and commitment that 4H members have to the community. If the Council were to <br /> allocate additional funds, as suggested by Councilmember McGovern, it would allow them to proceed <br /> with project site plans and approvals immediately. <br /> Karen Brown said the Abbey Youth have been working over the past 10 years to build funds to support <br /> the club's business, marketing and community service efforts and would be very excited to see the farm <br /> move forward. <br /> Flora Garcia, Tri-Valley Housing Scholarship Program Case Manager, discussed the requirements of <br /> the program. She explained that applicants are required to have completed at least one full-time <br /> semester of education before being evaluated for self-sufficiency potential. The program relies heavily <br /> on networking and its relationships with property owners and service providers throughout the Tri- <br /> Valley in order to provide the comprehensive type of support that makes the program such a success. <br /> Councilmember McGovern said she could support the gap funding request and that the program <br /> appeared to be an appropriate use of affordable housing funds. She reiterated her feelings about the <br /> funding granted to organizations that failed to come before the Commission and asked if staff would <br /> support reserving the grants until such time as they have done so. She also asked that funding for the <br /> Tri-Valley Repertory Theater be withheld until the organization submits the required financial <br /> information and the Commission has determined it to be a viable program. <br /> Councilmember Cook-Kallio concurred. <br /> City Manager Fialho proposed making approval contingent upon staff confirming consistency with grant <br /> program policies prior to the allocation of funds. The Council provided support. <br /> The Council discussed and offered consensus on awarding the 4H farm program with the $9,000 in <br /> surplus funds initially recommended for carryover to the following year. <br /> MOTION: It was m/s by McGovern/Cook-Kallio to approve allocations for the FY 2012-13 Housing and <br /> Human Services Grant and Community Grant Programs, as recommended by staff and with the <br /> additional funding and contingencies noted. Public Hearing: Consider the FY 2012-13 Annual Action Plan for the use of Federal <br /> Community Development Block Grant(CDBG) Funds <br /> Mr. Erickson stated that the City is required to file an Annual Action Plan with the Department of <br /> Housing and Urban Development (HUD) in order to be eligible to receive CDBG funds. The Annual <br /> Action Plan is essentially the same as that approved by the Council in prior years, with obvious updates <br /> on the progress made towards various goals. Staff recommends that the Council approve the Action <br /> Plan and authorize staff to submit it to HUD by the required deadline. <br /> Mayor Hosterman opened and closed the public hearing. <br /> City Council Minutes Page 9 of 11 May 1,2012 <br />
