BACKGROUND <br /> The Energy Upgrade Pleasanton program provides City funded rebates for a range of <br /> residential and commercial energy upgrades, including such improvements as air sealing, <br /> installing a solar water heater, installing a home solar system, energy efficient windows, <br /> and other improvements. Rebates range from $500 to $1 ,000. A summary of the various <br /> programs provided is included in Attachment A. <br /> To date the residential EUP program has been very successful with a total of 127 <br /> residential rebates equaling $121,500 already approved and an additional 33 rebates <br /> reserved based on availability of funding. At completion, it is anticipated that over 250 <br /> households will have been upgraded as a result of the program. As a result of the <br /> program's success, and anticipated expenditure of reserved funds, staff has closed the <br /> residential program. While staff has conducted extensive outreach to the commercial <br /> sector, the EUP has not gained a lot of traction in this sector and to date only one $1,000 <br /> rebate has been approved. Staff has researched State wide other commercial programs <br /> and have found that the same is true that commercial is not active currently for these <br /> upgrades. <br /> Due to this situation, staff is recommending that the City Council amend the current <br /> funding distribution so that more of the available funding is used for residential rebates. <br /> Because the total rebate amount is not determined until completion of an energy <br /> upgrade, it is difficult to determine the new distribution of rebates. However, based on <br /> the existing wait list, staff anticipates that over 95% of the total $250,000 will be allocated <br /> as residential rebates. Amending the program in this way assures that available funding <br /> is utilized in a timely manner to take advantage of existing program publicity and that <br /> residents are able to take advantage of currently available state, federal and local energy <br /> upgrade programs. As indicated, this amendment will not change to total amount made <br /> available to the EUP. <br /> A summary of energy upgrades completed to date are as follows: <br /> EUP Energy Upgrades Completed to Date <br /> Program Rebates Paid Total Rebate Amount <br /> Basic Upgrade Package 11 $5,500 <br /> Advanced Upgrade Package 23 $23,000 <br /> Solar Alliance Program 93 $93,000 <br /> Total 127 $121,500 <br /> It should be noted that in addition to making residents' homes more comfortable and <br /> reducing energy costs, the EUP helped create more local green jobs and reduced our <br /> community's carbon footprint. Since the inception of the EUP program eight months ago, <br /> Pleasanton residents have installed over 487 kW of solar and performed energy <br /> efficiency upgrades to reduce energy consumption by 65,462 kWh and 10,413 therms <br /> annually. The energy efficiency upgrades alone have reduced carbon emissions by 97 <br /> metric tons, getting us closer to our AB 32 goals. <br /> Page 2 of 4 <br />
