THE CITY OF 14
CITY COUNCIL AGENDA REPORT
pL£ASANTONo
July 17, 2012
Community Development
Traffic Engineering Division
TITLE: ADOPT A RESOLUTION APPROVING A LANDSCAPE MAINTENANCE
AGREEMENT AND AMENDMENT NUMBER 2 TO THE FREEWAY
MAINTENANCE AGREEMENT WITH CALTRANS FOR FUTURE I-
580/FOOTHILL ROAD INTERCHANGE IMPROVEMENTS
SUMMARY
The I-580/Foothill Road Interchange project is designed to improve interchange
operations and safety, provide improved access for pedestrians and bicyclists, and
relieve traffic weaving concerns at the intersection of Foothill Road and Canyon
Way/Dublin Canyon Road. The project design is nearly complete and is awaiting
Caltrans final approval before construction can begin.
Existing maintenance agreements (Freeway and Landscape) have been in place with
Caltrans since 1978. These agreements clarify responsibilities for the maintenance of I-
580 (Caltrans), connecting roadways (Pleasanton) and surrounding landscaped areas
(Pleasanton). The original agreements include provisions to amend the agreements
when future improvements or minor revisions are planned. These agreements must be
updated and amended before Caltrans will approve the new Foothill Interchange
design.
The agreements were previously approved at the June 19, 2012 City Council meeting.
Staff has recently learned that Caltrans requires a formal resolution approving the
agreements.
RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving the Landscape
Maintenance Agreement and amended Freeway Maintenance Agreement. The
agreements were previously approved at the June 19, 2012 City Council meeting.
FINANCIAL STATEMENT
The landscape agreement will not result in additional landscape maintenance cost. The
agreement has minor adjustments to the landscape area.
The Freeway agreement may result in a small increase in annual operation and
maintenance costs for the additional infrastructure installed by the project. While near-
term additional landscape maintenance costs are not significant, long term maintenance
costs are unclear and are predicated on the City's plans and scope for any potential
future interchange landscape improvements.
