BACKGROUND <br /> On April 14, 2011, the City of Pleasanton received authorization for construction from <br /> the Department of Transportation for the Pavement Rehabilitation of Various City <br /> Streets, CIP 105036 project. <br /> On June 21, 2011, Council awarded the contract to the lowest responsible bidder, <br /> O'Grady Paving, Inc. in the amount of $1,352,422.40. The project included base repair, <br /> replacement of existing non-compliant ADA curb ramps, adjustment of appurtenances <br /> to grade, installation of pavement markers, roadway legends, striping and traffic <br /> detector loops. Low asphalt concrete stability may lead to rutting of the <br /> asphalt concrete material. Staff arranged a series of testings conducted in November <br /> and December 2011 to gather more information to allow better analysis of the asphalt <br /> concrete material. The contractor also hired a materials expert to come up with <br /> acceptable recommendations and solutions. <br /> After reviewing all of the information gathered from previous testing, the materials <br /> expert suggested that monthly monitoring of the existing asphalt concrete be conducted <br /> during the summer months of 2012. If rutting occurs beyond the agreed parameters on <br /> the roadway surface, corrective actions should be performed to the City's satisfaction. If <br /> however, rutting does not occur this summer, it is an indication that this will not occur <br /> since potential rutting for asphalt concrete with lower stability number decreases over <br /> time due to oxidation. <br /> It was also recommended by City staff that the maintenance bond be extended for an <br /> additional one year beyond the normal one-year warranty period. These <br /> recommendations were agreed to and accepted by the contractor and City staff to be <br /> fair and equitable. This project is now complete and ready for City Council acceptance. <br /> Page 2 of 3 <br />
