MOTION: It was m/s by McGovern/Cook-Kallio to waive full reading and adopt Resolution No. 12-528 <br /> approving the Action Plan and authorizing submittal to HUD. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> 20. Pulled from the agenda — Consider the scope, work plan, general schedule and public <br /> input process for preparation of an East Pleasanton Specific Plan <br /> 21. Consider results of study to review the potential for merging the Housing Commission and <br /> Human Services Commission into a single commission <br /> Mr. Bocian presented the staff report, stating that the Council authorized a study in April 2012 to review <br /> the potential for merging the Housing and Human Services Commission into a single commission. Staff <br /> held three meetings with each commission, but no joint meeting, to discuss the matter. Staff has two <br /> recommendations; one from the Housing Commission which opposes the merger, and one from Human <br /> Services Commission which does not endorse it but would like to pursue methods to work together in a <br /> more formal way. <br /> Staff examined several principal areas, including whether the ordinances that describe the duties of <br /> each commission could be merged in a coherent and meaningful way. Staff ultimately felt that the <br /> duties of the individual commissions could be merged into a focused and cohesive process. Staff spent <br /> considerable time examining methods to transition into one commission and focused on the following <br /> four options: <br /> • All commissioners retain their seats until their full term expires; <br /> • All commissioners retain their seats, with some terms being reduced; <br /> • Administer the typical commission appointment process, selecting from among members of the <br /> two existing commissions; or <br /> • Select the three members of the Housing Commission and four members of the Human <br /> Services Commission with the longest remaining terms. <br /> Mr. Bocian said he thinks the general preference settled more on the third option, though the Human <br /> Services Commission feels it would be more appropriate to open the entire process up to the public. <br /> Councilmember McGovern said the recommendation of both commissions, which does not favor a <br /> merger, takes precedence in her mind. <br /> Mayor Hosterman noted there were no speakers wishing to address this issue. <br /> Councilmember Sullivan said there would seem to be plenty of work for both commissions and that he <br /> would support their preference as well as the pursuit of additional opportunities to work together. <br /> Councilmember Cook-Kallio said that while there is clearly overlap between the two commissions, the <br /> focus of each is unique. From that perspective, it is important to retain both. <br /> MOTION: It was m/s by McGovern/Thorne to retain the existing two commission structures, as <br /> described in Alternative 2.
