BACKGROUND <br /> In July 2009 the City adopted its current General Plan and in February 2012 the City <br /> adopted its Housing Element Update. Land use policies, such as those reflected in <br /> Pleasanton's General Plan and Housing Element Update, have broad implications for <br /> the City's fiscal well-being and sustainable growth. Going forward, the City wants to <br /> make sure that new growth does not result in any adverse effects on the City. In order <br /> to determine the impacts of growth the City desires to have a fiscal impact analysis <br /> completed based on the land use data contained in its General Plan and Housing <br /> Element Update. <br /> DISCUSSION <br /> Staff circulated a request for proposal from qualified consultants to prepare a fiscal <br /> impact analysis of the General Plan and Housing Element Update. The City received <br /> four proposals from highly qualified consultants who have the expertise and experience <br /> to complete the study on behalf of the City. After extensive review of the proposals, <br /> including interviews with the proposed team of consultants from each of the four firms, <br /> staff concluded that the most qualified firm for the City's contract is Economic & <br /> Planning Systems, Inc. of Berkeley, California. The fees for the study ranged from <br /> $45,200 to $75,000. Economic & Planning Systems fee for this contract is $49,100. <br /> Submitted by: Approved by: <br /> Cm1.10._ <br /> Emily E.
