BACKGROUND <br /> The Planning Division is seeking temporary planning assistance for work related to <br /> implementation of the Housing Element and the Climate Action Plan. The City Council <br /> agenda report of April 3, 2012 outlined the work to be accomplished for the Housing <br /> Element and noted that temporary planning assistance would be needed. <br /> The Director of Community Development contacted several individuals who are <br /> qualified and have experience in the type of policy and ordinance drafting that is <br /> required for this work. Deborah Diamond had the most relevant experience in these <br /> areas and was available for a year-long or more assignment. Her resume is shown in <br /> Attachment 2. <br /> PROFESSIONAL SERVICES AGREEMENT <br /> The draft Professional Services Agreement in Attachment 1 is for a total not to exceed <br /> $138,240, or 1,536 hours.
