Site Circulation <br /> The intent of the circulation hierarchy is to provide a quality entry experience for <br /> visitors and residents emphasizing pedestrian access over vehicular access to <br /> homes, while allowing for convenient secondary vehicular circulation. Site <br /> circulation should facilitate pedestrian and bicycle use and will link housing, work <br /> places, schools, transit, parks and other facilities essential to the daily life of <br /> Pleasanton residents. <br /> Design Guidelines <br /> A1.a. There should be a distinct hierarchy of circulation including public streets, <br /> internal "streets" or drives, pedestrian walks/paseos and alleys / parking <br /> areas. These should be arranged so that visitors and residents use the <br /> primary circulation of public streets, internal streets and drives and <br /> pedestrian walks / paseos for their primary circulation and addressing of the <br /> units and building orientation. <br /> A1.b Alleys and parking areas should not be used for primary circulation to the <br /> building entries and through the site. Where possible, primary entries should <br /> orient to public streets, internal streets, and paseos/open spaces. <br /> A1.c Streets, alleys and paseos should not only connect internally but also be <br /> publicly accessible and connect to adjacent streets and neighboring <br /> development. <br /> A1.d Anticipate future connections to adjacent parcels to provide future <br /> connectivity. <br /> A1.e Pedestrian and bike paths should be used where street connections to <br /> adjacent neighborhoods are infeasible. <br /> Glossary: <br /> Public Street: A public owned right of way that provides pedestrian, vehicular, <br /> and/or bike access. <br /> Internal Street/Drive: Private streets or drives that provide vehicular and <br /> pedestrian access to buildings not accessed off public streets. <br /> Alley/Parking Area: Public or private vehicular drive that is used to access private <br /> garages, structured parking, and/or surface parking. <br /> Paseo/Pedestrian walk: A public or private pedestrian right of way the provides <br /> access through a site or to buildings entrances. <br /> City of Pleasanton - 12 - DISCUSSION DRAFT June 5, 2011 <br />
