THE CITY OF 15 -- "' CITY COUNCIL AGENDA REPORT pL EASANTON, June 5, 2012 Community Services TITLE: APPROVE MEMORANDUM OF UNDERSTANDING REGARDING REGIONAL FOOD STORAGE PROJECT SUMMARY In 2010, the Human Services Commission conducted a series of roundtable discussions with local service providers to better understand the community's human service needs, barriers to services and to identify emerging trends and opportunities for collaboration. One of the needs that was identified was a centralized refrigerator/freezer storage unit in the Tri-Valley area that would facilitate agencies the ability to purchase or accept donations of food in bulk and then storing it for a longer period of time thus reducing their overall cost of providing food related services. At their regular meeting on March 2, 2011, the Human Services Commission recommended that the City Council allocate $11,973 in grant funding as part of the FY 2011/12 Housing and Human Services grant process toward a regional food storage project. Upon the City Council's approval on May 3, 2011, the Human Services Commission, Open Heart Kitchen of Livermore, Inc. (Open Heart Kitchen) and City staff began working on the project. In addition to selecting the storage containers, site location and securing additional funding for the project, six (6) non-profit organizations along with Open Heart Kitchen have agreed to operate and maintain the food storage units. Through a Memorandum of Understanding (MOU), Open Heart Kitchen shall serve as the "Administrative Non- Profit" and will coordinate all activities associated with the operation and maintenance of the facility between the non-profit organizations and the City. RECOMMENDATION It is recommended that the City Council approve and authorize the City Manager to execute the Memorandum of Understanding Regarding the Regional Food Storage Project. FINANCIAL STATEMENT The cost of the regional food storage project is estimated at approximately $106,000. A total of the $126,973 has been raised through donations and grant funding received from the cities of Pleasanton and Livermore, Open Heart Kitchen, Safeway Inc., Tri- Valley Community Foundation, and Alameda County, Board of Supervisors' Scott Haggerty's and Nate Miley's offices.
