Invitation to Bid on "As Needed Services" SCHEDULE Release of RFP: March 23, 2012 Proposals Due: April 23, 2012 Evaluation Period: April 23 — May 4, 2012 Presented to City Council: June 5, 2012 Execute Contracts by: June 5, 2012 Begin Series: July 1, 2012 OTHER REQUIREMENTS The rates shall remain firm during the entire first year term of the Contract. For the second or subsequent years of the Contract term, if parties agree, the terms shall continue provided the base amount is increased annually, beginning on July 1, 2013, by the April Construction Cost Index for the Northern California region. The term of this Agreement is from July 1st, 2012 to June 30th, 2013. Upon written agreement of both parties, the term of this Agreement may be extended for up to two (2) additional one- year term. The selected Contractor will be required to execute the City's standard form contract agreement upon successfully negotiating a final scope and fee proposal with the City. A copy of said agreement is enclosed as Attachment 1 for review. The selected Contractor and its sub-contractors shall be required to submit certificates of worker's compensation insurance and liability insurance in accordance with the requirements of the standard contract agreement. The selected Contractor and its sub-contractors shall each be required to obtain a City business license. Selection Procedures It is the City's intention to qualify multiple contractors in each category to perform potential as needed services. Selection shall be based on the most qualified firms in terms of past experience and statement of references, as well as offering the most competitive rates.
