Should the Council approve these three projects for funding in <br /> FY 1991/92, gas tax revenue would be made available by funding <br /> $153 , 157 (the total of the three proposed projects) of the <br /> total $548, 000 for the Main Street pavement and utility <br /> construction - Phase I project with Measure B revenue <br /> allocated to the Measure B Reserve rather than gas tax as <br /> originally proposed. This process would result in a $153 , 157 <br /> reduction to the Measure B Reserve. <br /> Measure B revenue can only be used for street projects and the <br /> reserve has been set-up to have funding for any local <br /> mitigation measures which may be required when Measure B <br /> regional improvements are made. Measure B Reserve could also <br /> be released for other street projects including an earlier <br /> advance to alter the schedule of phasing proposed for downtown <br /> street improvements. <br /> As recommended, the Valley Trails South project includes <br /> clearing the existing side strip and installing decorative <br /> cobble stone. This option is recommended due to the fact that <br /> the narrowness of the strip makes it difficult to support <br /> trees and shrubs, because trees already exist on the church <br /> property just north of the sidewalk and because installation <br /> of irrigation to this area is relatively expensive. To add <br /> irrigation and trees to the project would cost an additional <br /> $5, 250. <br /> 4 . Snack bar at Sports Park for the Pleasanton Girls Softball <br /> League - $88 , 000. <br /> Staff recommendation - unfunded in Parks Program for FY <br /> 1991/92 . <br /> This project is eligible for revenue included in either the <br /> Parks or Miscellaneous programs for FY 1991/92 . No other <br /> capital funding can legally be spent on this project. <br /> Unfortunately, there is insufficient revenue to fund this <br /> project with available CIP revenue and a transfer of general <br /> fund revenue would impact current operations in some form. <br /> Staff will review available revenue on a quarterly basis, <br /> however, and bring this project forward to the Council should <br /> funding become available either as additional revenue or a <br /> reduction in expenditures in FY 1991/92 . If funding does not <br /> become available, the project will be reviewed as part of next <br /> year's CIP process. • <br /> Respectfully submitted, <br /> even R.
