Commissioner Rowland thought combining the two Commissions would allow for additional <br /> synchronization, but was not sure it provides greater results for the community. She also felt <br /> merging would reduce local representation for the community. <br /> Commissioner Wilson was informed by Mr. Bocian that the Housing Commission did not have <br /> any subcommittees, but was involved with larger community efforts, such as the Kottinger Place <br /> Task Force and the Housing Element Update process. <br /> Commissioner Jhanwar agreed with comments made by Commissioner Roby. He indicated that <br /> if the Commissions were merged he would favor a five (5) to seven (7) member Commission, <br /> but would like to be provided with additional information. <br /> Commissioner Lambert commented on the recent joint meeting with the City of Livermore <br /> Human Services Commission and dental care needs that would likely need to be steered by the <br /> Human Services Commission, and could possibly be overlooked if the two Commissions were <br /> merged. <br /> Chairperson Nagler felt Commissioners needed to place more emphasis on identifying how <br /> grant dollars are used to maximize human service needs when making recommendations to the <br /> City Council. He agreed that the focus of the Human Services Commission could be lost having <br /> a large number of Commissioners on a combined Commission and consideration should be <br /> given to having only five (5) to seven (7) Commissioners who had specialties in specific area. <br /> Chairperson Nagler also felt that this Commission was proactively trying to respond to <br /> community needs, while the Housing Commission functioned more on overseeing programs and <br /> housing needs within its jurisdiction. He felt the two Commissions had very different <br /> approaches. <br /> Commissioner Wright felt Commissioners should know what the affects were going to be by <br /> combining the two Commissions and the loss of community involvement was an important factor <br /> that needs to be seriously considered. <br /> Commissioner Roby indicated he was not prepared to make a decision at this time on merging <br /> the two Commissions and thought other options might be possible. He wanted to learn more <br /> about the Housing Commissions thoughts on the merge. Commissioner Rowland indicated that <br /> members of the Housing Commission had been quite vocal at its last meeting and were not in <br /> favor of the merge. <br /> Commissioner Roby felt the Human Services Commission had taken on some things that were <br /> out of its element and should focus more on policy. <br /> Mr. Bocian reviewed with Commissioners their comments, which included considering having <br /> seven (7) members on a merged Commission since phasing for Options 1 and 2 would take too <br /> long, and whether staff should continue to provide additional information or stop. He provided <br /> information on how the Housing Commission Board of Commissioners had operated in the past <br /> and advised that staff was impartial with the recommendation to merge the two Commissions. <br /> Commissioner Wilson felt the Housing Commission dealt with matters that were required by law, <br /> whereas the Human Services Commission dealt with community needs and compassion.
