THE CITY OF 21
aim 818 CITY COUNCIL AGENDA REPORT
pLEASANTONo
May 1, 2012
Assistant City Manager
TITLE: RESULTS OF STUDY TO REVIEW THE POTENTIAL FOR MERGING THE
HOUSING COMMISSION AND HUMAN SERVICES COMMISSION INTO A
SINGLE COMMISSION
SUMMARY
At your meeting of April 19, 2011, the City Council approved a staff recommendation to
initiate a process of reviewing the potential for combining the Housing Commission (HC)
and Human Services Commission (HSC) into a single commission that would assume the
current responsibilities of both commissions. Staff recommended this review because it
sees some potential for improving public service by having grants, affordable housing
opportunities, programs for low income households and other related matters heard by a
single commission and because there is some potential synergy in having human
services and housing services viewed collectively with a single "voice." Staff conducted a
number of public meetings with the Human Services and Housing Commission regarding
this matter and both commissions recommended against proceeding with the merger.
This report summarizes the results of the commission merger process and provides
information that outlines how a combined commission could function.
HOUSING COMMISSION RECOMMENDATION
Opposes the merger of the Housing Commission with the Human Services Commission
and recommends it remain a separate Commission.
HUMAN SERVICES COMMISSION
Does not endorse the merger of the Human Services and Housing Commissions but
would like to see ways that would allow the two Commissions to work together in a more
formal manner, especially in maximizing the quality and efficiency of grant
recommendations to the City Council
RECOMMENDATION
Select one of the three alternatives in this report or provide direction indicating either an
interest in continuing to explore a merger of the Housing and Human Services
commissions or maintaining the current two commission structure.
FINANCIAL STATEMENT
There is no financial impact as a result of the recommendations in this report. Should the
City Council decide to further pursue a merged commission there may be some
administrative cost savings.
