THE CITY OF 21 <br /> aim 818 CITY COUNCIL AGENDA REPORT <br /> pLEASANTONo <br /> May 1, 2012 <br /> Assistant City Manager <br /> TITLE: RESULTS OF STUDY TO REVIEW THE POTENTIAL FOR MERGING THE <br /> HOUSING COMMISSION AND HUMAN SERVICES COMMISSION INTO A <br /> SINGLE COMMISSION <br /> SUMMARY <br /> At your meeting of April 19, 2011, the City Council approved a staff recommendation to <br /> initiate a process of reviewing the potential for combining the Housing Commission (HC) <br /> and Human Services Commission (HSC) into a single commission that would assume the <br /> current responsibilities of both commissions. Staff recommended this review because it <br /> sees some potential for improving public service by having grants, affordable housing <br /> opportunities, programs for low income households and other related matters heard by a <br /> single commission and because there is some potential synergy in having human <br /> services and housing services viewed collectively with a single "voice." Staff conducted a <br /> number of public meetings with the Human Services and Housing Commission regarding <br /> this matter and both commissions recommended against proceeding with the merger. <br /> This report summarizes the results of the commission merger process and provides <br /> information that outlines how a combined commission could function. <br /> HOUSING COMMISSION RECOMMENDATION <br /> Opposes the merger of the Housing Commission with the Human Services Commission <br /> and recommends it remain a separate Commission. <br /> HUMAN SERVICES COMMISSION <br /> Does not endorse the merger of the Human Services and Housing Commissions but <br /> would like to see ways that would allow the two Commissions to work together in a more <br /> formal manner, especially in maximizing the quality and efficiency of grant <br /> recommendations to the City Council <br /> RECOMMENDATION <br /> Select one of the three alternatives in this report or provide direction indicating either an <br /> interest in continuing to explore a merger of the Housing and Human Services <br /> commissions or maintaining the current two commission structure. <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of the recommendations in this report. Should the <br /> City Council decide to further pursue a merged commission there may be some <br /> administrative cost savings. <br />
