FY 2012 Amount(s): (no direct allocations to Pleasanton are anticipated) <br /> Homeless Prevention and Rapid Re-Housing (HPRP) <br /> The American Recovery and Reinvestment Act of 2009 authorized funding to establish <br /> the Homeless Prevention and Rapid Re-Housing Program (HPRP) utilizing the existing <br /> SHP Program formula. HPRP is focused on housing for homeless and at-risk households <br /> and will provide temporary financial assistance and housing relocation and stabilization <br /> services to individuals and families who are homeless or would be homeless but for the <br /> assistance. The City of Pleasanton did not receive a direct allocation of HPRP funds <br /> from HUD. However, the City worked with Livermore, Dublin, and other jurisdictions <br /> within Alameda County to submit a successful joint application through the State NOFA <br /> (Notice of Funding Application) pass-through allocation for $900,000 in HPRP funds. <br /> The funds are being administered by a Tri-Valley collaborative that involves three <br /> "partners" to carry out the components required in the HPRP application guidelines: <br /> 1. Overall administration of the program is being provided by the City of Livermore <br /> Horizons Program which serves as the regional "hub"; <br /> 2. Homelessness prevention services (e.g., emergency shelter, case management, <br /> referral, etc.) are being coordinated by ECHO Housing; and <br /> 3. Rapid re-housing services are being provided by Abode Services (formerly Tri- <br /> City Homeless Coalition) based on a model similar to the existing Tri-Valley <br /> Housing Scholarship Program (TVHSP). <br /> Eligible activities include either financial assistance to help pay for housing, or services <br /> deigned to keep people in housing or to find housing. Financial assistance may include; <br /> rental assistance, security and utility deposits, utility payments, moving cost assistance <br /> and motel vouchers. Housing relocation and stabilization services may include case <br /> management, outreach, housing placement, legal services, and financial education/credit <br /> repair services. A portion of funds, as specified by the HUD and eligible through the <br /> State NOFA (up to 5%) are being applied for program administrative costs. The <br /> collaborative may apply for additional HPRP funds if the opportunity arises. <br /> FY 2012 Amount(s): [see narrative above] <br /> STATE <br /> California Housing Finance Agency (CaIHFA) <br /> CaIHFA provides a variety of tax-exempt bond financing for the creation and <br /> preservation of affordable housing. CaIHFA also provides bond financing for qualified <br /> first-time homebuyers. Several years ago, the City successfully refinanced the mortgage <br /> for Ridge View Commons, a 200-unit apartment complex for very low income seniors. <br /> The refinancing included an interest rate buy-down which improved the project's cash <br /> flow and may yield enhanced affordability in the future as the project's finances stabilize. <br /> Action Plan—FY 2012 <br /> City of Pleasanton <br /> Page 6 <br />
