The first component, which was reviewed by the HC, is to fund <br /> monthly tenant rent subsidies for a total of $50,000 (proposed to be funded with HOME <br /> funds). The second component, which was reviewed by the HSC, pertains to case <br /> management services for TVHSP clients. As part of its application, Abode requested <br /> $31,650 for case management services. Staff reviewed the application and <br /> recommended that the HSC fund this component at $24,000. However, as part of the <br /> HSC's overall review and funding adjustments, the HSC recommended that funding for <br /> Abode Services case management be reduced from the $24,000 as recommended by <br /> staff to $12,000. The HSC's decision was based primarily on high program costs <br /> relative to the number of clients served. <br /> Since the HSC meeting, Abode has indicated that a funding reduction to $12,000 will <br /> make in infeasible to maintain a counselor to provide case management services which <br /> is a key program component (please refer to Attachment 7, letter from Abode Services). <br /> Because of this concern, the Council may want to consider funding an additional <br /> $12,000 as "gap" for Abode Services through another City funding source, e.g., the <br /> Lower Income Housing Fund. While an eligible expenditure, the City has not funded <br /> TVHSP case management services through this source in the past. As a result, if the <br /> Council is in favor of this option, staff recommends that it be utilized as a temporary <br /> measure for one year only and that Abode be advised that funding for case <br /> management services may be reduced next year if HSC has similar concerns and/or <br /> funding through traditional sources is limited. <br /> Applications Recommended for LIHF Funding <br /> In past years, the City has utilized its Lower Income Housing Fund (LIHF) to supplement <br /> these programs to enable funding of several important housing-related services that <br /> Page 5 of 11 <br />
