Box 520 Pleasanton, CA 94566 Dear Mayor Hosterman: SUBJECT: City of Pleasanton,California Annual Community Assessment Report Program Year 2010 The Department of Housing and Urban Development(HUD)annually reviews the performance of the City of Pleasanton's management and administration of its Community Development Block Grant(CDBG),Home Investment Partnership Program(HOME), and other Federal program funds. These funds are used to implement strategies identified in the City's five-year Consolidated Plan for preserving existing affordable housing,developing new affordable housing, improving neighborhoods,and expanding economic opportunities for low- and moderate-income people. Our office has completed the review of the City's 2010 Consolidated Annual Performance Report(CAPER). Based upon the information presented in the CAPER and other available information previously submitted,including the Consolidated Plan and the 2010 Annual Action Plan, we have concluded that the City of Pleasanton has the continuing capacity to implement its HUD programs in an effective and timely manner. Additionally,the City's administration of HUD programs was in conformity with the requirements of the Housing and Community Development Act and other applicable laws and regulations. The City's CAPER reflects its efforts and accomplishments relative to the goals,outputs,and outcomes established at the beginning of the program year. Our review of the CAPER found that Pleasanton continues to make progress in addressing its performance goals, not only during PY 2010,but during its 2005-2010 Consolidated Plan cycle. In Program Year 2010, the City was awarded$298,922 in CDBG funds. This grant was combined with$25,407 in program income for a total of$324,329. Approximately 100 percent of the CDBG funds were expended on eligible activities that primarily benefited low- and moderate- income residents. As in previous years,the City also used a combination of other federal, State, and local funding sources including,HOME,California Housing Finance Agency funds,the City's Lower-Income Housing Fund, and money from the General Fund to improve the living conditions of its low- and moderate-income residents.
