THE CITY OF ^ <br /> -- "' CITY COUNCIL AGENDA REPORT }v.� <br /> pL E ASANTONo <br /> May 1, 2012 <br /> Assistant City Manager <br /> TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES <br /> GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE <br /> FISCAL YEAR 2012 GRANT FUNDING CYCLE (CITY FY 2012-13) <br /> SUMMARY <br /> Two years ago, the City streamlined its annual grant process to combine funding from <br /> CDBG, HOME, Lower Income Housing Funds, and City Grant General Funds into a <br /> single Housing and Human Services Grant (HHSG) program. The arts/culture and <br /> youth components of the former City Grant program were recombined to form the new <br /> "Community Grant" (CG) program. This report summarizes the new applications that <br /> were received for HHSG and CG funding and makes a recommendation to allocate <br /> funds for the coming fiscal year, which begins July 1, 2012. <br /> HUMAN SERVICES / HOUSING COMMISSIONS RECOMMENDATION <br /> Allocate $647,187 in HHSG funds as detailed in Attachment 1, Table A. <br /> CIVIC ARTS / YOUTH COMMISSIONS RECOMMENDATION <br /> Allocate $75,040 in CG funds to 19 projects as detailed in Attachment 1, Table B. <br /> RECOMMENDATION <br /> 1. Adopt the attached draft resolution (Attachment 1) approving the allocation of HHSG <br /> and CG funds for FY 2012-13 (as listed in Tables A and B of that attachment) and <br /> authorizing the City Manager to enter into contracts with subrecipients and take all <br /> other actions necessary to carry out the HHSG and CG programs for FY 2012-13 <br /> 2. Consider one time gap funding from the Lower Income Housing Fund of $12,000 to <br /> offset FY 2012-13 Abode Services case management cost for the Tri-Valley Housing <br /> Scholarship Program. <br /> 3. Authorize staff to reallocate funds received from the payoff of housing rehabilitation <br /> loans back to the Housing Rehabilitation Program as they are received. <br /> FINANCIAL STATEMENT <br /> If approved as recommended, the City would commit a total of $95,000 in City Lower <br /> Income Housing Funds and $160,000 in General Funds for housing and human <br /> services projects through the HHSG program, and $75,040 in General Funds for <br /> arts/culture and youth projects for a total General Fund allocation of $235,040. Total <br /> funding for both the HHSG and the CG programs (including federal sources and funding <br /> for administration) is $779,737. If the Council elects to allocate one-time "gap" funding <br /> for the Tri-Valley Scholarship program as discussed on Page 5, funding will increase by <br /> $12,000 for a total of$791,737. <br />
