• Establish a growth management point system that takes into account infrastructure improvements, <br /> development design quality, amenities, impacts, green building, etc., that would be considered by the <br /> City Council as part of decision making process when considering development projects for growth <br /> management allocations. The adequacy of school facilities is also a factor to consider, but raises <br /> complex legal issues which require a case by case analysis, thus this system should allow for some <br /> flexibility. <br /> • Rely on the General Plan to reinforce existing growth control measures such as the urban growth <br /> boundary, hillside restrictions, mid-point densities, smart growth principles and transit-oriented <br /> development. <br /> • Retain the current focus on residential growth only, but consider expanding the program to <br /> commercial growth in the future, if necessary. <br /> CONCLUSION <br /> These parameters are presented with the goal of receiving feedback. They are not intended to be final <br /> concepts but rather those that can be used as a framework or foundation upon which an amended growth <br /> management program could be drafted for consideration.
