BACKGROUND <br /> On June 21, 2011, Council awarded the contract to the lowest responsible bidder, Tim <br /> Paxin's Pacific Excavation, Inc. The project, as described below, has since been <br /> completed and is ready for acceptance. <br /> DISCUSSION <br /> The West Las Positas Boulevard and Muirwood Drive intersection was identified in the <br /> City's General Plan for signalization. The intersection was also identified as a high <br /> priority in the City's Traffic Signal Priority List and was necessary to mitigate school <br /> related traffic congestion during the morning and afternoon peak hours. The project <br /> replaced existing all-way stop signs with a traffic signal, which included all required <br /> traffic signal equipment, traffic signal interconnect equipment, and miscellaneous <br /> signing and striping. This project also reduced the size of the intersection, improving <br /> approaching sight distance, pedestrian access, bicycle circulation, and intersection <br /> operations. <br /> The intersection improvements at Stoneridge Drive and Stoneridge Mall Road <br /> reconstructed the existing northeast curb and sidewalk, allowing the existing third <br /> westbound through lane to be converted to a shared through/right turn lane. These <br /> improvements were required as part of an existing agreement between the City and <br /> BART to mitigate impacts from the recently opened West Dublin BART Station. <br /> Budget <br /> The approved budget for the two projects combined was $550,000; the total spent was <br /> $511,257, leaving a remaining balance of $38,743. The primary reason that staff was <br /> able to bring the project in under budget is that the City was able to purchase and <br /> provide the video detection system to the contractor for installation, providing a cost <br /> savings.
