continue its focus of working with the City Council growth management subcommittee and
anticipates amendments to the existing ordinance.
PUD FINDINGS
Please refer to the attached Planning Commission staff report, Attachment 10,
pages 21-24, for a discussion of the considerations needed to approve the proposed PUD
development plans.
HACIENDA PARK
Hacienda Park has authority to review and approve the proposed developments before
they are formally submitted to the City. Hacienda Park's General Manager, James
Paxson, has reviewed and approved the two projects. Staff has provided Mr. Paxson's
action letters in Attachment 14 for the Council's reference.
PUBLIC COMMENT
Notices of these applications were sent to surrounding property owners and tenants within
a 1,000-foot radius of the sites. At the time this report was published, staff had not
received public comments regarding these applications.
ENVIRONMENTAL ASSESSMENT
A Mitigated Negative Declaration has been prepared for the proposed projects. Based on
an initial study, staff believes that the project-related impacts are mitigated, with the
mitigation measures incorporated in the project's design or required by conditions of
approval, and that there would be no significant or unmitigated environmental impacts.
Staff, therefore, believes that the Mitigated Negative Declaration can be issued in
conformance with the California Environmental Quality Act (CEQA). If the City Council
concurs with this environmental assessment, it must make the finding that the Mitigated
Negative Declaration is appropriate prior to approving the projects.
CONCLUSION
Staff concludes that the projects are consistent with the Hacienda TOD Standards and
Design Guidelines with the acceptable exceptions referred to in this report and is
consistent with the City's policies of creating high quality, higher-density housing
communities near the Hacienda Dublin/Pleasanton BART station. Staff believes that the
building designs are attractive and that the architectural style, colors, and materials of
each site are compatible with surrounding developments. The proposed projects also
would provide 38 rental units on each site available to very-low-income households which
would help the City to meet its lower income housing goals. Therefore, staff recommends
that the Council approve the proposed projects.
Submi ed by: Fiscal review: Approved by:
fez* ()ire/
Brian Dolan Emily Wagner Nelson Fialho
Director of Director of Finance City Manager
Community Development
