BACKGROUND <br /> As required by State law, the City's recently adopted Housing Element includes Goals, <br /> Policies and Programs aimed at addressing the existing and future housing needs of the <br /> Pleasanton community. Although many of the housing programs are continuations of <br /> programs already in place, over 30 of the housing programs are new or substantially <br /> different from ones already in place. Also as required by Housing Element law, the <br /> programs include a timetable for implementation, such that the programs can be <br /> effective in addressing the housing need or eliminating the housing constraint prior to <br /> the end of the planning period which is July 2014. Twenty of the new housing programs <br /> are to be initiated or in effect in 2012. This agenda report includes information about <br /> the work needed to implement these programs, which division of the City will be <br /> involved, and which Commissions will review this work. <br /> DISCUSSION <br /> The table in Attachment 1 lists the new Housing Element programs that will be initiated <br /> in 2012. Several of these programs involve substantial work effort, and some will be <br /> discussed in detail with the City Council. For example, the City Council will soon review <br /> a work scope and schedule for the East Pleasanton Specific Plan (Program 45.5), and <br /> recently discussed objectives for an amended Growth Management Program (Program <br /> 29.2). Other programs, such as those related to allowing emergency, supportive and <br /> transitional housing (Programs 46.1 and 46.2) will include community outreach to <br /> discuss changes to the zoning ordinance and address community questions regarding <br /> land use impacts. Adopting development standards and design guidelines for the <br /> recently rezoned multifamily housing sites (Program 9.7) will also include two <br /> workshops with Pleasanton residents, property owners and potential developers. <br /> Changes to second unit development regulations and a program to encourage rental of <br /> second units would involve outreach to owners of second units.
