Mayor Hosterman said for different reasons, she would agree with Vice Mayor Cook-Kallio and <br /> Councilmember Sullivan. She has had a history of fighting big box stores and still feels this way. But, <br /> that said, the Council has other parameters that must be considered with this property and agreed that <br /> they tried hard to hang onto their PUD process. She thinks there will be an opportunity to have a public <br /> discussion and the better way to do this is rather than agendizing it for the next Council meeting, there <br /> is an appeal process available to the community and to the Council, and this will allow more time to <br /> create a public hearing that will provide the needed education process and dialogue regarding what are <br /> permitted uses, CUPs and PUDs. <br /> Councilmember Sullivan said the problem with this is that it would have no effect on this project, and <br /> this will probably be appealed, and it would give the Council more time to talk about this in more detail. <br /> He modified his request that the next meeting, staff return with a report that describes his request, <br /> issues relating to the existing PUD and what could be enacted with this process and how they relate <br /> along with a draft ordinance that achieves the goals he has outlined. A full public hearing could be held. <br /> There is overwhelming outcry from the community that something be done and it does not matter if you <br /> like or hate WalMart, but this is about the community deciding what it should look like, and he cannot <br /> understand why the Council would not embrace this. <br /> Mayor Hosterman said she has reasons for her position and does not feel as though it is appropriate. <br /> Vice Mayor Cook-Kallio said she has stated it is her position that this is consistent with her position on <br /> the Housing Element that the Council look at this in regard to density and supports looking at it at the <br /> next meeting. <br /> Councilmember McGovern said she honestly does not feel whether this should be placed on a future <br /> agenda because she has not held discussion with staff on any level, has not seen an ordinance and <br /> thinks this is a major issue to try and rush. <br /> Councilmember Thorne indicated he would not change his position, as well as Mayor Hosterman. <br /> Councilmember Sullivan asked for staff's suggestion, and Mr. Fialho said his suggestion that given the <br /> 3-2 straw vote, staff can circulate the draft ordinance, invite comment with staff and if any <br /> Councilmembers change their position, it can be called up under Matters Initiated at a subsequent <br /> Council meeting. <br /> COUNCIL REPORTS <br /> Vice Mayor Cook-Kallio said there was a lot of discussion about We the People and the Center for Civic <br /> Education not having funding, she reported they put together a state competition, Amador Valley- <br /> Foothill High School and Irvington are competing this Saturday. They will have a National Final and <br /> wished everybody good luck. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 11:20 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
