MINUTES <br /> CITY OF PLEASANTON <br /> SPECIAL CITY COUNCIL MEETING <br /> February 13, 2012 <br /> CALL TO ORDER <br /> Mayor Hosterman called the special meeting to order at the hour of 7:00 p.m. <br /> ROLL CALL <br /> Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Absent: None <br /> PUBLIC COMMENT - None <br /> PUBLIC HEARINGS <br /> 1. PGPA-17 — City of Pleasanton Housing Element Update — Consideration of a General Plan <br /> Amendment to adopt an updated Housing Element of the General Plan for the 2007-2014 Planning <br /> Period <br /> Planning Manager Janice Stern presented the staff report, stating that the City of Pleasanton submitted <br /> the Draft Housing Element to the Department of Housing and Community Development (HCD) by <br /> August 16, 2011, as required by the related settlement agreement. In October 2011, staff received a <br /> comprehensive response from HCD outlining a number of recommended revisions. Staff prepared the <br /> proposed amendments before forwarding the revised draft to the Housing Commission for review; the <br /> Commission concurred with staff's recommendations, and offered consensus in terms of requesting <br /> more definitive language pertaining to specific timelines and quantified objectives. <br /> Ms. Stern directed the Council's attention to the redline copy of the Draft Element and reviewed the <br /> proposed additions and amendments. As proposed, the revised Draft Element contains additional <br /> analysis on housing costs for extremely low-income households; additional information about housing <br /> needs for the developmentally disabled; additional discussion on the suitability of certain non-vacant <br /> sits for future housing; additional information on the suitability of the Service-Commercial District as an <br /> area where homeless shelters could be considered as a limited use; additional discussion regarding <br /> inclusionary housing as a constraint to the potential for affordable housing; and additional details on <br /> permit, planning and impact fees for residential development. General amendments to policies and <br /> programs include additional quantified objectives and timelines wherever possible as well as the <br /> addition of"extremely low-income" to the list of households targeted by a number of programs. <br /> Ms. Stern provided a brief overview of the following program additions: <br /> • Program 41.9 — Employee and farm worker housing <br /> • Program 41.10 — a commitment to adopt a Reasonable Accommodation Ordinance allowing an <br /> administrative process for those needing accommodations for suitable housing access <br /> • Program 45.3 — Agreement to make a minimum of $1 million from the Lower Income Housing <br /> Fund available to close the funding gap for a non-profit housing development, if a suitable <br /> development were to be proposed <br /> She reviewed a rather extensive list of work, as outlined on pages 4 and 5 of the staff report, to be <br /> initiated by staff in 2012 and 2013 in order demonstrate to HCD the appropriate commitment. <br />
