THE CITY OF 14 pLEASANTONo CITY COUNCIL AGENDA REPORT March 20, 2012 Community Development Planning Division TITLE: CONSIDER THE SCOPE, WORKPLAN, GENERAL SCHEDULE AND PUBLIC INPUT PROCESS FOR PREPARATION OF AN EAST PLEASANTON SPECIFIC PLAN PROPERTY OWNERS: Legacy Partners, Kiewit Corporation, Pleasanton Gravel, Zone 7 Water Agency, Pleasanton Garbage Service, Alameda County, and City of Pleasanton GENERAL PLAN: The proposed Specific Plan area is designated as a "Future Specific Plan" area in the Pleasanton General Plan; the lakes (former and current gravel pits) within this area are designated as Water Management and Recreation. ZONING: Approximately 228 acres of the proposed Specific Plan Area are within the City of Pleasanton and are zoned either I-G-40 (211 acres) or Public and Institutional (17 acres). The remainder of the Plan Area is located in unincorporated Alameda County and will ultimately require prezoning and annexation to the City prior to development. SUMMARY The Pleasanton General Plan calls for preparation a specific plan for East Pleasanton in order to provide detailed planning guidance for this area where sand and gravel extraction has ceased. This report describes a general scope and schedule for such a planning process and discusses a recommended option for soliciting public input into the specific plan. In the following months, staff will return to the City Council to select one or more consultants to assist in the preparation of the Specific Plan and to confirm members of an East Pleasanton Specific Plan Task Force. RECOMMENDATION 1. Approve the formation of a 12-member ad hoc East Pleasanton Specific Plan Task Force with membership as described in this agenda report; 2. Authorize staff to prepare requests for proposal for consultant services and direct staff to return with professional services agreement(s) for City Council approval.
