Prior to adopting the ordinance, the Authority prepared an <br /> Environmental Impact Report, which should provide a solid legal standing in that regard. <br /> Councilmember Sullivan said he sits on the Board of Stopwaste.org and there were many initial <br /> objections to this proposal based on the local control issue, most of which have been resolved. He <br /> noted that other jurisdictions have found similar programs to be very successful and that in these <br /> models, enforcement is educational in nature and generally deferred to the individual cities. He said <br /> that to his knowledge, Pleasanton is the only city in Alameda County that wishes to opt out. He stated <br /> information that is not included in the staff report includes the statistics that approximately $100 million <br /> in recyclable resources is buried each year and that the mandatory recycling program is estimated to <br /> create nearly 1500 local jobs. He noted that with the State mandates, businesses would be required to <br /> do this to a certain extent in any case. He acknowledged the issues raised and said he would like to <br /> see a motion for the staff recommendation contingent upon bringing the item back to the Council for <br /> consideration following the rate study and assessment of the financial impacts. <br /> MOTION: It was m/s by Sullivan/Hosterman waive full reading and adopt Resolution No.12-505 to <br /> Opt-Out of the Alameda County Waste Management Authority Mandatory Commercial Recycling <br /> Ordinance, Phase 1 and Phase 2; and directing staff to bring the Mandatory Recycling program back <br /> for consideration following completion of the PGS rate study.
