THE CITY OF <br /> t ° -- "' CITY COUNCIL AGENDA REPORT 8 <br /> pLEASANTON® <br /> March 6, 2012 <br /> Operations Services <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING STAFF TO BID TO PROVIDE <br /> OPERATIONS AND MAINTENANCE SERVICES FOR THE CASTLEWOOD <br /> UTILITIES SYSTEMS FOR A ONE YEAR PERIOD BEGINNING JULY 1, <br /> 2012 <br /> SUMMARY <br /> The Alameda County Public Works Department oversees and administers the <br /> Castlewood County Service Area water and sewer systems. For the past number of <br /> years it has contracted with a private contractor, most recently the California Water <br /> Service Company, for system maintenance. The County is currently exploring <br /> maintenance alternatives, including having the area serviced by another public agency. <br /> The County has issued a Request for Proposal (RFP) for services for the fiscal year <br /> 2012-13 starting in July 2012 and has invited Pleasanton to bid to provide these services. <br /> RECOMMENDATION <br /> Adopt the attached resolution authorizing staff to bid on providing operations and <br /> maintenance services to Castlewood for a one year period. <br /> FINANCIAL STATEMENT <br /> Staff anticipates that a service agreement would be cost neutral/positive, including <br /> administrative support, based on a fixed fee for anticipated routine maintenance and a <br /> time and material charges for services beyond anticipated services. The full scope of <br /> work would be negotiated between the City and County. Staff anticipates that any major <br /> repairs would be provided by contracted service providers under the direction of the City. <br /> Further, staff is working with the City Attorney's office to address any concerns regarding <br /> liability exposure. <br />
