RESOLUTION NO. 12-499 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> APPROVING THE CITY-INITIATED GENERAL PLAN AMENDMENT OF THE AIR <br /> QUALITY AND CLIMATE CHANGE ELEMENT, AS FILED UNDER CASE P11-0997, <br /> TO ADOPT A CLIMATE ACTION PLAN BY REFERENCE <br /> WHEREAS, in the Pleasanton General Plan 2005-2025, adopted July 2009, the Air Quality <br /> and Climate Change Element included as Program 6.1 the development of a Climate Action Plan <br /> to support Policy 6: "Reduce air pollution and the production of greenhouse gases by increasing <br /> energy efficiency, conservation and the use of renewable resources."; and <br /> WHEREAS, in July 2010, City staff, in cooperation with the Committee on Energy and the <br /> Environment and assistance from Environmental Science Associates (ESA), the City's consultant, <br /> began developing a Climate Action Plan to address the issue of greenhouse gas (GHG) reduction; <br /> and <br /> WHEREAS, the Climate Action Plan provides a roadmap to achieving a more sustainable <br /> community and fulfills the City's obligations as outlined in the Urban Habitat Settlement Agreement; <br /> and <br /> WHEREAS, the adoption of a "qualified" Climate Action Plan would allow new development <br /> consistent with the plan to move forward without the need for additional GHG analysis for individual <br /> projects; and <br /> WHEREAS, multiple public workshops were conducted to solicit community input for <br /> inclusion into the Climate Action Plan; and <br /> WHEREAS, on January 25, 2012, the Committee on Energy and the Environment voted on <br /> the Climate Action Plan and made a positive recommendation to the City Council; and <br /> WHEREAS, on January 11, 2012, the Planning Commission held a public hearing on the <br /> proposed General Plan Amendment and made a positive recommendation to the City Council; and <br /> WHEREAS, a Supplemental Environmental Impact Report (SEIR) was prepared for this <br /> project, and Resolution 12-493 certifying the SEIR as complete and adequate in compliance with <br /> the California Environmental Quality Act was adopted by the City Council on January 4, 2012; and <br /> WHEREAS, a duly noticed public hearing was held on February 13, 2012 with respect to <br /> this General Plan Amendment. <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: <br /> SECTION 1. The City-initiated General Plan Amendment to amend the Air Quality and <br /> Climate Change Element of the General Plan, as shown in Exhibit A, attached hereto and made <br /> part of this resolution by reference, is hereby approved. <br />
