Attachment C <br /> SToi T .GKG <br /> Reducing the Waste Stream for Alameda County <br /> January 17, 2012 <br /> TO: Alameda County Waste Management Authority <br /> FROM: Gary Wolff, Executive Director <br /> BY: Debra Kaufman, Senior Program Manager <br /> SUBJECT: Mandatory Recycling Ordinance Second Reading &Adoption <br /> BACKGROUND <br /> At the meeting of December 14th, the Authority Board adopted a resolution certifying the portions of the <br /> environmental impact report relevant to the mandatory recycling ordinance, considered the proposed <br /> ordinance by title only, waiving a full reading of the full text, and introduced the ordinance for <br /> consideration of adoption at the January 25 WMA meeting. Attachment A contains the text of the <br /> ordinance. <br /> Key Ordinance Requirements: <br /> • Businesses shall separate covered materials (see list below) from other solid waste for collection, in <br /> recycling containers,unless solid waste is taken to a high diversion mixed waste processing facility (a <br /> mixed waste processing facility that produces residuals after processing,that are deposited in landfills, with <br /> less than 10%covered materials). <br /> • Property Owners or their agent for Businesses and Multi-family (MF) Buildings shall ensure recycling <br /> collection for covered materials and shall provide separate containers for covered material in a sufficient <br /> number and size for quantities expected to be generated at the location. They shall ensure that recycling <br /> containers bear signage describing proper segregation and storage of recyclable and refuse materials. <br /> Alternatively, they shall ensure that mixed waste is taken to a high diversion mixed waste processing <br /> facility(this may not be available in all cities). They shall provide information annually to tenants, <br /> employees and contractors to keep covered materials separate from refuse, and to multi-family residents at <br /> move-in and move-out. <br /> • Self haulers shall keep covered materials separate from refuse or pay a 10% surcharge at transfer stations <br /> and landfills. <br /> • Landfills and transfer stations shall submit compliance plans describing how they will ensure the 10% <br /> surcharge is paid, and how they will inform customers of the importance of recycling covered materials. <br /> • Haulers shall either notify their own customers of the new requirement in ways approved by <br /> StopWaste.Org and the member agency served, or provide contact information to StopWaste.Org so we <br /> can do that notification. <br /> Covered Materials& Generators: <br /> Phase 1:July 1, 2012 <br /> 47 <br />
