BACKGROUND <br /> Up until the inception of the Disaster Mitigation Act of 2000 (DMA 2000), local <br /> jurisdictions impacted by catastrophic disasters were asked to identify local mitigation <br /> projects to minimize the outcome of such events in the future. Prior to receiving grant <br /> funds for targeted projects, a local multi-hazard mitigation plan needed to be completed <br /> which would examine local hazards and identify policies, procedures, codes, and <br /> ordinances that could be implement to help in mitigating the hazards. This process "put <br /> the cart before the horse". DMA 2000 reversed that placing the planning process before <br /> the disaster event. This enables local jurisdiction with approved plans to pursue pre- <br /> hazard mitigation grant funding for eligible projects. In addition, it requires local <br /> jurisdictions to update their hazard mitigation plan every five years. <br /> DISCUSSION <br /> As of January 9, 2012, FEMA is requiring that local hazard mitigation plans are adopted <br /> by March 24, 2012.
