Alameda CTC Transit Center Development Program Implementation Guidelines <br /> M. Operations: Provision of services that operate transportation facilities and programs. <br /> Operations costs do not include the costs to operate community outreach or other programs <br /> not directly related to a specific transportation service,program, or product. <br /> N. Project completion/closeout: Inspection/project acceptance, final invoicing, final <br /> reporting, and the processes for closing out a project. <br /> O. Scoping and project feasibility: Early capital project phases that identify project needs, <br /> costs, and implementation feasibility. <br /> P. Transit center development(TCD or transit oriented development [TODD: Also <br /> referred to as priority development areas (PDAs), transit villages, or transit oriented <br /> design, a mixed-use residential or commercial area designed to maximize access to public <br /> transportation. The California Department of Transportation defines TCD or TOD as, <br /> "Moderate to higher density development, located within an easy walk of a major transit <br /> stop, generally with a mix of residential, employment, and shopping opportunities <br /> designed for pedestrians without excluding the auto. TOD can be new construction or <br /> redevelopment of one or more buildings whose design and orientation facilitate transit <br /> use." <br /> Q. Transit Oriented Development-Technical Assistance Program (TOD-TAP): Program <br /> created in 2005 by the Alameda County Congestion Management Agency to provide <br /> jurisdictions technical assistance to complete studies and plans in a variety of topics that <br /> help advance transit oriented development projects. <br /> R. Transportation for Livable Communities (TLC): A regional program that the <br /> Metropolitan Transportation Commission administers to support community-based <br /> transportation projects that bring new vibrancy to downtown areas, commercial cores, <br /> neighborhoods, and transit corridors, enhancing their amenities and ambiance and making <br /> them places where people want to live, work, and visit. TLC provides funding for projects <br /> that are developed through an inclusive community planning effort, provide for a range of <br /> transportation choices, and support connectivity between transportation investments and <br /> land uses. <br /> Section 5. Transit Center Development Fund Allocations <br /> A. These Implementation Guidelines provide guidance on the Measure B Transit Center <br /> Development Fund allocation process. <br /> 1. General: Alameda CTC awards Measure B Transit Center Development funds to <br /> cities in the county and to Alameda County on a discretionary basis through a <br /> competitive grant program. These funds are intended to encourage residential and <br /> retail development near transit centers. Nonprofit organizations and transit <br /> operators are not directly eligible for these funds. <br /> 2. Eligible Uses: The Alameda CTC will administer these funds and adopt Measure B <br /> Transit Center Development Grant Program Guidelines that provide program <br /> eligibility and fund usage guidelines and requirements, definitions of terms, <br /> evaluation criteria, award details, and monitoring requirements.
