Measure B funds continue to flow and the new VRF funds can be allocated per the <br /> Master Program Funding Agreement. <br /> There are two additional deadlines associated with the Master Program Funding <br /> Agreement: 1) The city's adoption of a Complete Streets Policy by June 30, 2013, and <br /> 2) Completion of an update to the City's Bicycle and Pedestrian Plan by December 31, <br /> 2015, both of which are required per the Bicycle and Pedestrian Implementation <br /> Guidelines. <br /> Master Program Funding Agreements <br /> The Master Program Funding Agreement specifies the types of funds that the <br /> agencies/jurisdictions can receive from the Commission, including Measure B and VRF <br /> pass-through and grant funds. For example, a single Master Program Funding <br /> Agreement captures all the following types of distributions: <br /> • Bicycle and Pedestrian Safety: Measure B pass-through funds, grants, and VRF <br /> funds <br /> • Local Streets and Roads: Measure B pass-through funds and VRF pass-through <br /> funds <br /> • Mass Transit: Measure B pass-through funds, grants, and VRF grant funds, <br /> which could apply to Paratransit services as well. <br /> • Paratransit: Measure B pass-through funds, grants, and stabilization funds, <br /> including base program and minimal service level funds, and VRF transit funds <br /> • Transportation Technology Funds: VRF funds <br /> • Transit Center Development Funds: Measure B funds <br /> Implementation Guidelines <br /> The Implementation Guidelines for each program specify the requirements that local <br /> jurisdictions must follow in their use of Measure B and VRF funds. The guidelines are <br /> incorporated by reference in the Master Program Funding Agreement and were <br /> developed in this manner to allow the Commission to update them more frequently than <br /> the updates to the Master Program Funding Agreement to address policy, legislative, or <br /> other issues as they arise over time. The intent of the implementation guidelines is to <br /> provide guidance on eligible uses and expenditures of each fund type, define terms in <br /> the Master Program Funding Agreement, and guide specific fund implementation. The <br /> implementation guidelines include the following: <br /> • Purpose <br /> • Definition of terms <br /> • Fund Allocation methods and eligibility, including eligible and non-eligible costs <br /> • Specific policies related to specific fund sources <br /> • Opportunities for advancement of funds <br /> • Implementation Guidelines adoption <br /> Page 3 of 4 <br />
