She noted that she and the Mayor <br /> took a bike tour of the City with Commissioner Pentin and this was an extremely dangerous place for <br /> people to ride bicycles. The Iron Horse Trail needs to be connected, and as they were being shown <br /> how difficult it is getting across, a man illustrated how easy it would have been for his son to get run <br /> over. He would like to see that there be some contribution made to improving the intersection for not <br /> just cars but also for bicycles. There is a BMX park right across the street and it is an accident waiting <br /> to happen. She is interested in seeing whoever is at that corner in the east side contributes to this trail. <br /> In addition, she never wants a future Council to go through what they did in terms of Stoneridge Drive. <br /> It is crucial that a plan be in place to connect El Charro to Stanley and 1-580 and it should be done while <br /> the plan is developed and infrastructure is there. While costly, it is absolutely crucial. Regarding the <br /> civic center area, the library is very overcrowded and it needs expansion as well as a civic center area. <br /> She agrees in holding off and deciding on what is done with this. Also, there are constant conversations <br /> with school district officials on how the City can work together with them. She thinks what the Council, <br /> Commission and task force came up with is substantive and she appreciates everybody's comments <br /> and hard work. <br /> Commissioner Blank said regarding the subject of the infrastructure on the east side and the <br /> connection to El Charro, he has advocated that Auf der Maur/Rickenbach belongs in the east side <br /> specific plan area and agrees that they need to contribute to the funding which will benefit the <br /> development. So, whatever moves forward, the City needs to ensure they are a part of that. <br /> Mayor Hosterman said the City recognizes that the Auf der Maur family has been a real partner in <br /> working with the City on a lot of issues over the years and the City appreciates this. She said all <br /> Councilmembers have been in the trenches with these issues over the last couple of years and while <br /> not always easy or comfortable, the City needs to balance coming into compliance with State law and a <br /> stringent settlement agreement but with balanced housing opportunities and quality of life. She thanked <br /> staff for their hard work to get the City where it is, public members for their feedback and opinions, and <br /> Commissioners and fellow Councilmembers. Continued Public Hearing: PUD-50-01M, Ponderosa Homes, Carol Lehman, and William and <br /> Kathryn Selway— Consider a Major Modification to the Planned Unit Development to increase the <br /> number of lots on an approx. 19.47 acre site at 3157 Trenery Dr. and 2313 Martin Ave. from 27 to <br /> 31; to construct 29 single-story homes from the previous combination of 25 homes, to change the <br /> house designs and sizes; on/off site modifications; amendment to the low-income housing <br /> agreement; and certify the Negative Declaration for said project <br /> Mr. Dolan gave a brief PowerPoint presentation showing the project location of the 19.4 acre site with <br /> two rural properties combined with a large vacant tract. It is a previously approved project and the <br /> request is to make the lots a bit smaller and add 4 of them, which is generally in response to a change <br /> in market conditions since the project's initial approval. The parcel is flat with some non-native <br /> vegetation on it. He displayed a comparison of the two site plans noting there was intention to maintain <br /> the experience from Cameron Avenue as the last proposal. The lots are along Cameron and they do <br /> not get smaller until one gets to the interior of the project. He said generous landscaping will be <br /> installed along Cameron Avenue by the developer.
