She said if the lists are rezoned and all of a sudden the school district thinks one of the sites <br /> might be a good elementary school, she asked if this would preclude the land from becoming an <br /> elementary school. Mr. Dolan said if they acquire the property and they want to build a school, he did <br /> not believe they were subject to the City's zoning requirements. He thinks there would be some <br /> repercussions with the list getting shortened for that reason and it would need to be adjusted. <br /> Chair Narum referred to the Auf der Maur/Rickenbach site (8) and said 11.5 acres at 30 units to the <br /> acre seems like a lot of units at that particular site. She would like to see it cut back to 10 acres at 30 <br /> units and using the 1.5 acre with lower density that could be feathered more over towards the <br /> development on the south side. Mr. Dolan said in their dialogue with the property owners, they envision <br /> a mixed density project. All dialogue has been about lower density towards the front with higher density <br /> in the back so it has a feathered density. <br /> Chair Narum said she was looking more at the total number of units being at 300 and determining how <br /> the remainder would be feathered. Mr. Dolan said this can be done, but then the City would need to <br /> think about what is done with the remainder and is it okay to go to a very low density or whether the <br /> City is creating an awkward piece that is not low density appropriate or does not fit in. <br /> Councilmember Sullivan thanked staff for doing more work on the list. He was also on the task force <br /> and they did discuss starting with a big list, narrow it down and eventually submit something that they <br /> needed to submit. Most people in the community do not want them to submit a larger list because once <br /> it is rezoned, something could be built on the property, and there are future RHNA numbers to meet. <br /> Regarding comments about the location of some of the sites, staff has made some good corrections <br /> with what has been done on the east side, but there are also a lot of other criteria which was <br /> developed, and where it ended up was well represented. He voiced general support of the direction but <br /> had some concerns. He is fully supportive of doing the east side study before rezoning those <br /> properties. Eventually, there most likely will be housing on those sites given future RHNA allocations, <br /> and this needs to be planned properly before moving forward. Before, the east side was overburdened <br /> with many units, and this is the right thing to do for that area of town. He disagrees with Commissioner <br /> Pearce on the San Francisco site and to him this is the ideal site. It is next to an ACE train station, <br /> within walking distance to the downtown, it meets the goals of the General Plan for additional downtown <br /> residential units, and it is infill and makes sense, so he is confused as to why it was removed. <br /> Mr. Dolan said removing it leaves the City's options open with the civic uses that have been part of the <br /> dialogue. Also, once they lost the ability to get credit for a 23 unit per acre, imagining 30 units per acre <br /> next to the lower scale neighborhood became more problematic. Otherwise, it is a good housing site, <br /> but it seemed like they are not sure about what is wanted for the site so why give it up when there are <br /> other opportunities. Councilmember Sullivan felt this could potentially be looked at again in the next <br /> RHNA allocation if there is a 23 unit per acre need. <br /> Councilmember Sullivan voiced the same concern with the Auf der Maur/Rickenbach site (8), stating <br /> they went from 159 to 345 units and he questioned why there was an over 100% jump. Mr. Dolan noted <br /> that at one time early on the City was only considering half the site. Councilmember Sullivan stated the <br /> list submitted to HCD was 11.5 acres and 159 units, and now they are still at 11.5 but with 345 units. If <br /> they get through the east side plan and they receive the next RHNA allocation there is a strong <br /> potential that more units will go on the east side. Suddenly, they will have a lot more units on Site 8 and <br /> additional units in the specific plan area so he questioned whether they were making the situation <br /> worse in the long term there. <br /> Councilmember Sullivan also had the same question about CarrAmerica site (10). They had 336 units <br /> at 40 units to the acre and now this is reduced to 252 units at 30 units to the acre. He understands the <br /> explanation for going from 40 to 30, but this is in the business park. It is relatively close to transit and it <br /> seems this is where units should be added instead of reduced.
