Councilmember Sullivan asked if stakeholders were given any opportunity, beyond the Parks and <br /> Recreation Commission meeting, to weigh in on the new park design. Mr. Fialho stated that the <br /> schematic before the Council has been vetted through two community workshops, several discussions <br /> with the Valencia Homeowner's Association, and the Parks and Recreation Commission. Archstone <br /> had, by virtue of being notified through the community workshops, an opportunity to come and weigh in <br /> on the schematic. There has been no opposition from the community regarding the relocation. Ms. <br /> Andrade-Wax added that the only direction received through the process was a request to orient the <br /> courts to true north. <br /> Councilmember McGovern asked and confirmed with Matthew Gruber, Callander Associates, that <br /> construction is anticipated to occur sometime in 2013-2014. Sean Dugan, EBRPD, added that the <br /> project has a completion deadline of 2016 and that the goal is for the replacement and demolition of <br /> these facilities to occur simultaneously. <br /> Mayor Hosterman noted there were no speaker. <br /> MOTION: It was M/S by Thorne/Cook-Kallio to approve the design of the sport courts in Owens Plaza <br /> Park to conform to the Iron Horse Trail Master Plan Motion carried by the following vote: <br /> Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> 14. Continued to November 15, 2011 - Public Hearing: PUD-50-01M, Ponderosa Homes, Carol <br /> Lehman, and William and Kathryn Selway — Consider a Major Modification to the Planned Unit <br /> Development to increase the number of lots on an approx. 19.47 acre site at 3157 Trenery Dr. <br /> and 2313 Martin Ave. from 27 to 31; to construct 29 single-story homes from the previous <br /> combination of 25 homes, to change the house designs and sizes; on/off site modifications; <br /> amendment to the low-income housing agreement; and certify the Negative Declaration <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Sullivan said he believed it time to update the City's green building standards, with a <br /> focus on utilizing these tools to help meet some of the goals of the Climate Action Plan. He strongly <br /> urged doing so soon, given the development applications that are likely to come in. Councilmembers <br /> McGovern and Cook-Kallio concurred. Mr. Fialho recommended jumping into that discussion shortly <br /> after the final Climate Action Plan and environmental documents come forward for approval in January <br /> 2012. <br /> Councilmember Sullivan also requested support for directing staff to look into the types of universal <br /> design standards touched upon in the Housing Element. Councilmember Cook-Kallio agreed and said it <br /> would be useful for the public to define the relationship between universal and ADA design standards. <br /> • <br /> COUNCIL REPORTS <br /> Councilmember Sullivan said he attended a water retailers meeting last week. They reviewed the <br /> annual report, which discusses water supply and quality issues as well as forecasts. He requested a <br /> discussion item with the Council to review some troubling information relating to Zone 7's long-term <br /> forecast, ideally prior to the Zone 7 Liaison Committee meeting staff is attempting to schedule.
