Notwithstanding that, staff does have experience operating an assisted living facility and from a private perspective, has considerable experience adopting the recent CLC project. In each of those instances, there are licensing requirements that state the threshold for acceptance in assisted living and skilled nursing facilities because, by virtue, they are supporting a certain segment of the population that is aged, has mobility issues and some disabilities that need to be dealt with in a congregate care environment. What the applicant has said is that there may be some exceptions that can be provided for individuals under the threshold age. Staff can write that into the conditions of approval, assuming that grant is provided through the Department of Social Services. Mr. Kavayiotis said he was unfamiliar with the concept of universal design, though everything would be built to ADA compliance standards. He said he would be willing to work with staff and Mrs. Rivera- Hendrickson on improving the design in this respect wherever possible. Mr. Fialho advised that the Council could advance a condition stating that staff and the applicant are required to maximize opportunities for universal design within the facility. Mayor Hosterman closed the public hearing. Mayor Hosterman said she was pleased with the design and location. Consider a resolution accepting the 2010-11 FY Year-end Financial Report and amending the 2010-11 FY Operating Budget Finance Director Emily Wagner reviewed the 2010-11FY ending June 30, 2011. She stated that the General Fund, which started the year with a $25.3 million in reserves, experienced actual revenues and expenditures that were $1.7 million greater and less than anticipated, for a total of $3.5 million in excess funds. Revenue increases can be attributed primarily to sales tax, property tax and development services fees. Expenditures were $1.5 less than budgeted in the areas of materials, supplies and services, utilities, contract services, and professional services. The General Fund contingency, which is typically approximately $250,000, went unspent to the tune of $200,000. Staff recommended that the Council approve additional budget amendments to utilize these additional funds as follows: (1) Establishment of a PERS Stabilization Fund for funding additional annual payments that are needed to offset the impact of smoothing or negative amortization of the City's Unfunded Pension Liability by PERS in the amount of $1,000,000; (2) Additional funding for the Self Insurance Fund for future insurance liabilities and claims.
