CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> February 13, 2012 <br /> Community Development <br /> Planning Division <br /> TITLE: ELEMENT HEARING: PGPA-17 - CITY OF <br /> UPDATE - CONSIDERATION OF A A HOUSING <br /> GENERALPLAN <br /> AMENDMENT TO ADOPT AN UPDATED HOUSING ELEMENT OF THE <br /> GENERAL PLAN FOR THE 2007 — 2014 PLANNING PERIOD <br /> SUMMARY <br /> Over the last 15 months, the City of Pleasanton has been preparing a new Housing <br /> Element of the General Plan which will guide private and non-profit developers in <br /> providing housing for existing and future residents. The Housing Element consists of <br /> background data and analysis, an inventory of housing sites sufficient to meet the City's <br /> share of the regional housing need, and Goals, Policies and Programs which will be <br /> implemented over the remainder of the "planning period" (through June 2014). <br /> Following the submittal of a preliminary Draft Housing Element to the California <br /> Department of Housing and Community Development (HCD) in August 2011, the City <br /> received comments regarding additional analysis and background information needed, <br /> and changes to goals, policies and programs necessary for the Housing Element to be <br /> considered in compliance with state housing element law. The attached Draft Housing <br /> Element (Attachment 2) reflects City staff responses to these comments (in redline). <br /> The City Council is being asked to consider adoption of the attached updated Housing <br /> Element which would replace the General Plan Housing Element adopted on April 15, <br /> 2003. <br /> HOUSING COMMISSION ACTION <br /> On November 17, 2011, the Housing Commission voted 5-0 to recommend approval of <br /> the Draft Housing Element as amended. <br /> PLANNING COMMISSION ACTION <br /> On December 14, 2011, the Planning Commission recommended approval of the draft <br /> Housing Element by a vote of 4 to 1 with Chair Narum dissenting with regard to the total <br /> acreage of sites recommended for rezoning (not specifically related to the draft Housing <br /> Element). <br /> FINANCIAL STATEMENT <br /> The City Council's action will have no direct financial impact. Any future residential <br /> development will pay all required building permit and development fees, and will pay <br /> property taxes. However, implementation of the programs identified in the Element will <br /> require substantial staff commitment and possibly the need for outside consulting <br /> assistance to meet the identified timelines. <br />
