Mr. Yau replied that they have not explored any other concepts. He explained that the <br />reason for these caps is to prioritize and emphasize a portion of the building. He stated <br />that right now, they are along the corner, and if they are provided throughout the whole <br />building, that corner would be de-emphasized and de-prioritized. He indicated that <br />having the caps there makes it asymmetrical which adds more interest to it. He added <br />that they focused quite a bit on what is happening on Hacienda Drive, having some of <br />the red elements occurring on the different floors to create a playful rhythm, and having <br />the caps happen every once in a while adds to this instead of being extremely repetitive <br />throughout the whole project. <br /> <br />Bob Linder, BRE, stated that he has worked quite a bit with Mr. Dolan and Ms. Amos <br />over the last several weeks and was available to answer any questions the Commission <br />may have on BRE and on the project. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Chair Narum indicated that the Commission would consider the Discussion Points listed <br />on the staff report separately for each of the two sites. <br /> <br />Mr. Dolan stated that staff would like to have some feedback on the five items for each <br />site. He added that if the Commission has any strong feelings on any other issues <br />raised in the staff report, staff would like to hear it now as opposed to later down the <br />road. <br /> <br />Site 1 Discussion Items: <br /> <br />A. Would the Planning Commission support exceptions (items 1 through 13 <br />noted in the staff report) to the Hacienda TOD Standards and Guidelines if the <br />project were to move forward as proposed? <br /> <br />Chair Narum indicated that these exceptions are specific to the lack of internal streets <br />and the depth of the live/work spaces. <br /> <br />Commissioner Pentin stated that he is fine with the discussion about the alleys because <br />it opens up more open space; however, for the entrances, he inquired what the impact <br />on the project would be to have the entrances not look like alleys but rather, like streets, <br />and then become alleys. With respect to the exception of the depth of live/work spaces, <br />he stated that he does not have the minutes from the Planning Commission meeting, <br />but recalls that the Commission was talking about live/live space and then live/work <br />space because of the uncertainly of its viability. He noted that it now appears like there <br />is a real live/work-only type of environment and that would be a concern for the depth. <br />He indicated, however, that he is not concerned about the proposed 30-foot depth for <br />the live/work. <br /> <br />Commissioner Olson stated that he supported the exception for the lack of internal <br />streets and for the 30-foot depth. <br />PLANNING COMMISSION MINUTES, October 17, 2011 Page 18 of 36 <br /> <br />
