She stated that allowing the applicants to reduce the setback <br />further to allow for a larger home would be have no impact on the existing walls that <br />would remain. <br /> <br />new structure. <br /> <br />Ms. Rondash replies that this was s determination. <br /> <br />Commissioner Blank moved to make a determination that the proposed project is <br />a remodel and not a demolition and, therefore, does not require a Downtown <br />Specific Plan Amendment; and to approve the Design Review, P11-0714, subject <br />to the Conditions of Approval, Exhibit B of the Staff Report, with the deletion of <br />Condition No. 9 requiring the incorporation of stone treatments and wood posts <br />for the front entry and double hung windows for the front elevation and the <br />addition of a new condition regarding the installation of an automatic sprinkler <br /> <br />Commissioner Pentin seconded the motion. <br /> <br />Commissioner Pentin stated that because the landscaping would remain as it is and <br />considering the Craftsman style and the buildings across and down the street, he did <br />not think it would be necessary to require the river rock and wood posts and asked that <br />they be omitted, as well. <br /> <br />Commissioner Blank noted that this is Condition No. 9 and that his motion included its <br />deletion. <br /> <br />Chair Narum requested that Condition No. 42 regarding construction hours be amended <br />to limit construction on Saturdays to inside work. <br /> <br />stated that he felt this should be left at the discretion of the <br />Director of Community Development as some exterior work is not noisy, such as <br />concrete pouring, which has been allowed in the past. <br /> <br />Commissioner Blank suggested that staff use the standard language used in the past. <br /> <br />Commissioner Blank and Pentin accepted the amendment. <br /> <br />Commissioner Pearce suggested including in the motion the reason why the <br />Commission is considering the project to be a remodel rather than a demolition. <br /> <br />Commissioner Blank replied that he considered this but felt that the motion should <br />demolition, and leave the definition of remodel and demo to a future <br />consideration. <br /> <br />PLANNING COMMISSION MINUTES, September 14, 2011 Page 25 of 28 <br /> <br />
