ADOPTION OF A <br /> CLIMATE ACTION PLAN (CAP) AND ADOPTION OF A GENERAL PLAN <br /> AMENDMENT TO INCORPORATE THE CAP BY REFERENCE IN THE <br /> GENERAL PLAN AIR QUALITY AND CLIMATE CHANGE ELEMENT <br /> SUMMARY <br /> On August 16, 2011 Council approved the Draft Climate Action Plan allowing staff to <br /> proceed with the Supplemental Environmental Impact Report (SEIR) phase of the plan. <br /> Only one comment was received from the community during the SEIR which was <br /> supportive. Council certified the SEIR on January 4, 2012. Final approval will fulfill our <br /> legal obligations from the settlement agreement with the State Attorney General's office, <br /> and protect the local environment and quality of life in our community. <br /> The CAP was developed to meet current best management practices, and other criteria <br /> required for a "qualified" CAP through the Bay Area Air Quality Management District <br /> (BAAQMD). Staff and our consultants have worked closely with BAAQMD throughout the <br /> development process and have incorporated the BAAQMD's suggested changes as <br /> noted in the attached comment letter from the BAAQMD. <br /> RECOMMENDATION <br /> Staff is recommending the City Council approve the CAP as shown in Attachment 1, find <br /> it meets the requirements of a Qualified Greenhouse Gas Reduction Strategy as defined <br /> by BAAQMD's California Environmental Quality Act Guidelines, and adopt an <br /> amendment to the Air Quality and Climate Change Element of the General Plan to adopt <br /> the Climate Action Plan by reference. <br /> FINANCIAL STATEMENT <br /> Consultant assistance on this project was authorized by the City Council in July, 2010, <br /> and work was funded in large part by a grant from the Department of Energy (ARRA <br /> funds). Implementation costs for specific measures will be evaluated on a case-by-case <br /> basis, and grants and leveraged funds will be used where available. <br />
