TRI CT <br /> <br /> WHEP~AS, The City of Ple asanton and Pleasanton Township <br />County Water District expect to continue their arrangement whereby <br />Ple asanton continues to operate the distribution system of the <br />District; and <br /> <br /> ~HEREAS, both City and District desire to cooperate for the <br />orderly growth and development of the Pleasanton area, particular- <br />ly in providing water for said lands and peoples; and <br /> <br /> ~i, StEREAS, the City and the District proposes to establish a <br />stable partnership between the two agencies to bring about these <br />ends and purposes; <br /> <br />NOW THE~FOP~ TP~ CITY OF PLEAS2i~T0i,? DO~ HEREBY <br />RESOLVE AS FOLLO~vo. <br /> <br /> 1. The City of Pleasanton does hereby affirm these common <br />princSples which shall govern the both agencies in the present <br />negotiations: <br /> <br /> a. That the course of events in the State of California <br />and particularly in the San Francisco Bay area makes substantial <br />population growth inevitable in the Pleasanton area. <br /> <br /> b. That the lands and people will be better served by <br />government, agencies jointly cooperatin~o, and __not competing, iz~ <br />the fleld of water development and distribution. <br /> <br /> c. That the mutual problems of the City and the District <br />can best be solved by isolating such problems by subject matter, <br />Limiting the scope of negotiation, and agreeing on an overall plan, <br />ooint by point. <br /> <br /> d. That the "Joint Exercise of Powers Act", being section~ <br />~00 et seq of the Government Code of the State of California, <br />)robably offers the best approach towards a permanent partnership <br />~nd working arrangement between the City and District. <br /> <br /> 2. The City Admlnistrator, Engineer and Attorney, and other <br />~ity 0~ficers, are hereby authorized to meet with the District <br />~taff, towards working out the details of such a partnership agree- <br />~nt, and to report to the City Council as soon as possible. <br /> <br />~0PTED: February 13, 1961. <br /> <br /> <br />
