Box 520 <br /> Pleasanton, CA 94566 <br /> RE: Comments to the Draft Supplemental Environmental Impact Report <br /> Dear Janice <br /> With brevity and conciseness in mind, please accept the following as Legacy Partners <br /> (Legacy) comments to the Draft Supplemental Environmental Impact Report (DSEIR)on <br /> the Housing Element and Climate Action Plan: <br /> Chapter 2, pages 6, 7 & 8- Alternatives 1 & 2: The Legacy site 14 (approximately 54 — <br /> acres) received a reduction of housing units (from 360 to 273), whereby the other East <br /> Pleasanton sites had no such reduction. Additionally, the Legacy site is more suitable for <br /> development as it has an existing private driveway providing accessiegress north to I-580 <br /> via El Charro Road. <br /> Legacy acknowledges proposing, if the process determined the East Pleasanton area was <br /> 8-1 <br /> disproportionately allocated too many units, to reduce site 14 to 273 units at 23 units/acre <br /> providing a more attractive product in better planning proportions to the entire larger site <br /> and within unit densities developable within the ALUPP 50' max height requirement. This <br /> consideration was a Legacy concession offered to be a unit reduction in <br /> commensurate with all East Pleasanton considered sites. <br /> Solution: In fairness, equitably reduce all East Pleasanton sites proportionately to obtain <br /> desired total East Pleasanton units. — <br /> Chapter 2, page 28—Impact 4.N-7/Mitigation Measure 4.N-7: Confirm such traffic T 8-2 <br /> impact fees would be paid "at the issuance of building permits". 1 <br /> Chapter 3, page 8- Relationship of the Housing Element to the General Plan: Add — <br /> new land use designations for High Density Residential 23-29 units per acre, High Density <br /> Residential 30 or more units per acre, and mixed use. 8-3 <br /> Clarification: Minimum average or mean densities per acre. <br /> Chapter 4, pages 4.M-4 & 4.N1-8 —Public Facilities and Community Programs <br /> Element: On page 4.M-4, the sentence "A planned 40-acre park would be sited on 8-4 <br /> reclaimed quarry lands to the east side of Pleasanton" should be corrected to read "38-acre <br /> 9000 East Told Avenue,Suite 600,Foster City,Ca Lorne 99904.9605 <br /> Legacy Partners • T.650 571 2200 F.650 571 2211 <br /> www.legacypartners.com <br />
